POSITION SUMMARY

The Procurement Specialist is responsible for strategic sourcing, supplier management, cost optimization, material planning, and procurement analytics to support project execution and operational requirements. The role requires strong analytical capabilities to manage large datasets, develop material planning models, forecast demand, monitor inventory positions, and ensure material readiness in an environment where planning activities are currently performed manually.

The incumbent will work closely with Engineering, Project Management, Operations, and Finance teams to drive procurement efficiency, supply continuity, cost savings, and data-driven decision-making while supporting future MRP/ERP process improvements.

KEY RESPONSIBILITIES

Strategic Sourcing & Supplier Management

• Identify, evaluate, qualify, and develop local and international suppliers to ensure reliable, competitive, and sustainable supply sources.
• Lead supplier selection, negotiation, contracting, and vendor onboarding activities.
• Establish supplier performance metrics covering cost, quality, delivery, responsiveness, and service levels.
• Manage supplier relationships and act as the primary escalation point for cost, quality, delivery, and supply risk issues.
• Continuously expand and diversify the supplier network to reduce supply risk and improve commercial competitiveness.
• Identify and execute cost reduction and value engineering opportunities to achieve annual savings targets.

Procurement Analytics & Data Management

• Analyze procurement, inventory, consumption, and supplier data to support strategic sourcing decisions.
• Develop and maintain procurement dashboards, reports, KPIs, and performance metrics.
• Perform spend analysis, price trend analysis, supplier benchmarking, and cost modeling.
• Maintain accurate purchasing and supplier databases to ensure data integrity and reporting accuracy.
• Generate actionable insights through data analysis to improve procurement effectiveness and operational efficiency.
• Support management reporting through regular analysis of procurement performance, material availability, and cost-saving initiatives.

Material Planning & Demand Forecasting

• Develop and maintain material planning tools and methodologies to support operational and project requirements.
• Analyze historical consumption patterns, project schedules, and forecasted demand to determine procurement requirements.
• Monitor material availability, inventory levels, reorder points, and purchasing lead times to prevent shortages and excess inventory.
• Coordinate with Engineering, Project, and Operations teams to align procurement activities with business requirements.
• Identify supply gaps and proactively take corrective actions to ensure material readiness.
• Support inventory optimization initiatives and improve inventory turnover while maintaining required service levels.
• Establish planning parameters and recommend improvements for future MRP/ERP implementation.

Costing & RFQ Management

• Review customer RFQs, technical specifications, and Bills of Materials (BOM) for completeness and sourcing feasibility.
• Perform detailed cost analysis and prepare accurate procurement cost estimates.
• Source quotations and evaluate supplier proposals to achieve optimal balance between cost, quality, lead time, and commercial terms.
• Collaborate with Engineering and Project teams on complex RFQs and sourcing strategies.
• Develop cost models and benchmarking analyses to support competitive and accurate quotations.
• Identify opportunities to improve quotation turnaround time, costing accuracy, and process efficiency.

Process Improvement & Systems Development

• Drive continuous improvement initiatives within procurement and material planning processes.
• Standardize procurement data, reports, and planning methodologies.
• Support digitalization and automation initiatives to reduce manual planning activities.
• Participate in ERP/MRP implementation and enhancement projects by defining planning requirements and improving data quality.
• Develop procedures and best practices for procurement analytics and material planning.

QUALIFICATIONS

• Bachelor's Degree in Supply Chain Management, Procurement, Business Administration, Engineering, Operations Management, or related discipline.
• Minimum 5-8 years of experience in procurement, sourcing, supply chain, material planning, or related functions.
• Experience in equipment fabrication, engineering, manufacturing, construction, or project-based industries is preferred.
• Experience working in environments with manual planning processes or ERP/MRP systems is highly desirable.
• Advanced proficiency in Microsoft Excel, including Pivot Tables, Power Query, VLOOKUP/XLOOKUP, and data analysis tools.
• Experience with ERP systems and procurement dashboards is an advantage.
