Job Scope / Key Responsibilities
- Administer and manage contracts throughout the entire project lifecycle, from pre-award, award, construction, and post-award stages.
- Prepare, review, evaluate, and negotiate tender documents, quotations, contract conditions, and contractual agreements.
- Plan, coordinate, and manage tender exercises, including contractor and supplier prequalification, tender analysis, recommendation, and award.
- Prepare and conduct Pre-Feasibility Studies, including preliminary development cost estimates, construction budgets, procurement strategies, project viability assessments, and commercial risk analysis before project commencement.
- Prepare and conduct Post-Feasibility Studies by reviewing actual project costs against budgets, analysing cost variances, evaluating project profitability, identifying lessons learned, and providing recommendations for future developments.
- Prepare detailed cost plans, project budgets, and cash flow forecasts throughout the development lifecycle.
- Monitor project costs, budgets, commitments, and cash flow to ensure effective financial control and profitability.
- Evaluate, negotiate, and certify contractors' progress claims, payment certificates, variation orders, extension of time (EOT) claims, loss and expense claims, and final account settlements.
- Assess contractual claims, disputes, and commercial issues while recommending appropriate resolutions to minimise financial and contractual risks.
- Ensure full compliance with contractual obligations, statutory requirements, company policies, and industry best practices.
- Liaise with consultants, architects, engineers, quantity surveyors, contractors, suppliers, legal advisors, and internal departments on contractual and commercial matters.
- Maintain complete and accurate contract documentation, tender records, correspondence, variation registers, payment records, and project commercial files.
- Identify contractual, commercial, and financial risks throughout the project lifecycle and recommend mitigation strategies.
- Support Management in procurement planning, value engineering, cost optimisation, and contract strategy.
- Prepare commercial reports, management papers, cost analyses, and project performance reports for Management and Board meetings.
- Participate in project planning meetings and provide commercial advice to support strategic decision-making.
- Ensure all procurement activities are conducted transparently, ethically, and in accordance with company governance procedures.
- Perform any other duties assigned by Management from time to time.
Job Requirements / Qualifications
- Bachelor's Degree in Quantity Surveying, Construction Management or equivalent.
- Minimum 8 - 10 years of property development or main contractor industry in Malaysia
- Proven experience managing large-scale building construction projects.
- Strong knowledge of PAM, JKR, FIDIC and other standard forms of contract.
- Experienced in subcontract administration, claims management, variation orders, EOT, cost control and final accounts.
- Strong commercial acumen, negotiation, analytical and problem-solving skills.
- Good communication and stakeholder management skills.
- Proficient in Microsoft Office and quantity surveying software.
Preferred / Added Advantage
- Experience in property development environment
- Expertise in mixed-use, or industrial projects
- Familiar with Malaysian construction practices and regulatory requirements
- Experience in conducting feasibility studies for the development projects
- Proficient in cost management tools and Microsoft Excel
