About the Role
We are seeking an experienced and commercially driven IT Procurement Manager to join our Group Technology Procurement team. In this role, you will lead end-to-end strategic procurement initiatives across various IT categories, partnering closely with Technology stakeholders to deliver sourcing strategies that support business objectives and long-term technology roadmaps.
Beyond managing procurement activities, you will serve as a trusted advisor by providing market insights, commercial recommendations and procurement expertise. You will proactively anticipate future sourcing opportunities, drive value through effective negotiations, and ensure procurement decisions balance commercial outcomes, business priorities and governance requirements.
Key Responsibilities
- Lead end-to-end procurement projects across Technology categories including Infrastructure, Cyber Security, Enterprise Applications, Data & Analytics and IT Services.
- Develop and implement category and sourcing strategies aligned with business objectives, technology roadmaps and procurement best practices.
- Partner closely with stakeholders across Hong Kong, Singapore and other DFI markets to understand business requirements, influence procurement decisions and provide strategic procurement advice.
- Conduct market research, supplier assessments and Requests for Information (RFI) to identify future sourcing opportunities, market trends and alternative solutions.
- Prepare and manage sourcing activities including RFIs, RFPs, RFQs, e-Auctions, supplier evaluations, contract negotiations and contract award recommendations.
- Evaluate procurement decisions using commercial analysis, including Total Cost of Ownership (TCO), implementation effort, supplier performance, business risks and long-term value.
- Analyse spend data, supplier performance and contractual commitments to identify cost optimisation, compliance improvements and value creation opportunities.
- Prepare business cases, procurement recommendation papers and executive-level presentations to support stakeholder decision-making.
- Ensure procurement activities comply with company policies, legal, regulatory, IT security and cyber security requirements while exercising sound judgement in balancing governance with business needs.
- Build and maintain a forward-looking procurement pipeline by anticipating contract renewals, stakeholder priorities and future sourcing initiatives.
Requirements
- Bachelor's Degree in Purchasing & Supply, Business, Commerce or a related discipline.
- Minimum 5–10 years of experience in IT Procurement, Strategic Sourcing or Category Management.
- Proven experience managing end-to-end procurement projects independently across technology-related categories.
- Strong commercial acumen with experience evaluating supplier proposals beyond pricing, including Total Cost of Ownership (TCO), implementation considerations and business value.
- Demonstrated ability to build trusted stakeholder relationships, influence decision-making and communicate effectively across multiple levels of the organisation.
- Experience conducting market research, supplier evaluations, contract negotiations and strategic sourcing activities.
- Strong analytical skills with the ability to interpret spend data, identify opportunities and develop commercially sound recommendations.
- Comfortable working in a fast-paced environment with evolving priorities and ambiguity, while maintaining sound judgement and procurement governance.
- Excellent planning, organisation and project management skills with the ability to manage multiple procurement initiatives concurrently.
- Strong written and verbal communication skills, including the ability to prepare clear business cases and executive-ready presentations.
- Experience within the retail or multi-market environment is advantageous.
