JOB PURPOSE

The incumbent will lead the development, coordination, and delivery of high-impact Quantum and Space Tech ecosystem strategies in alignment with the Ministry of Digital’s aspirations, national policies, and Malaysia’s broader digital economy agenda. This role requires a strong combination of technical understanding, strategic thinking, stakeholder engagement, programme delivery, research capability, and ecosystem-building experience.


The role will also be responsible for researching future trends, identifying strategic opportunities, and recommending interventions that enable Malaysia to build a competitive, trusted, innovation-driven, and regionally relevant Quantum and Space Tech ecosystem.


DUTIES AND RESPONSIBILITIES

1. National Quantum and Space Tech Strategy Leadership

  • Lead and support the development, refinement, and implementation of national-level Quantum and Space Tech ecosystem strategies in alignment with the Ministry of Digital’s policy direction and Malaysia’s digital economy priorities.
  • Translate national aspirations into actionable initiatives, roadmaps, programmes, workplans, implementation structures, and measurable outcomes.
  • Recommend practical policy, programme, market development, talent, research, innovation, funding, infrastructure, and industry interventions to strengthen Malaysia’s position in Quantum and Space Tech.
  • Support the positioning of Malaysia as a regional digital economy player with capabilities in frontier technologies, satellite-enabled services, secure digital infrastructure, advanced computing, and deep technology innovation.


2. Quantum and Space Tech Ecosystem Development

  • Support initiatives that strengthen Malaysia’s Quantum and Space Tech ecosystem, including industry adoption, talent development, research collaboration, investment attraction, innovation, infrastructure readiness, standards, and commercialisation.
  • Engage quantum technology companies, space technology players, satellite service providers, deep-tech start-ups, multinational technology firms, government agencies, universities, research institutions, investors, industry associations, and sectoral stakeholders.
  • Promote responsible, secure, inclusive, and trusted deployment of Quantum and Space Tech by encouraging best practices in cybersecurity, data governance, safety, standards, interoperability, ethics, resilience, and responsible innovation.


3. Programme Delivery and Execution

  • Oversee the planning, execution, monitoring, and reporting of Quantum and Space Tech-related national programmes, ensuring delivery is on time, within scope, and aligned with intended outcomes.
  • Develop implementation plans, programme structures, KPIs, milestones, risk registers, stakeholder maps, budget requirements, governance structures, and reporting mechanisms for key initiatives.
  • Ensure Quantum and Space Tech initiatives generate measurable impact in terms of ecosystem maturity, talent development, research collaboration, technology adoption, commercialisation, investment, innovation, and Malaysia’s regional competitiveness.


4. Technology Advisory and Thought Leadership

  • Provide technical and strategic advisory on quantum technologies, space technologies, satellite-enabled services, advanced computing, secure communications, earth observation, geospatial intelligence, deep technology innovation, and emerging digital economy models.
  • Analyse global and regional trends in Quantum and Space Tech, including quantum computing, quantum communications, post-quantum cryptography, quantum sensing, satellite communications, small satellites, earth observation platforms, space data applications, and space-enabled digital infrastructure.
  • Identify future growth areas and emerging opportunities that Malaysia can capitalise on, including quantum-safe cybersecurity, satellite broadband, geospatial analytics, climate and disaster monitoring, precision agriculture, maritime monitoring, logistics optimisation, smart cities, national security-adjacent civilian applications, and advanced simulation.


5. Stakeholder Management and Strategic Partnerships

  • Build and manage strategic relationships with government ministries, agencies, regulators, industry leaders, multinational technology companies, local enterprises, start-ups, academia, research centres, investors, standards bodies, and international partners.
  • Facilitate public-private collaboration to accelerate Quantum and Space Tech adoption, capability development, research collaboration, investment attraction, innovation, and ecosystem growth.


6. Industry Adoption and Use Case Development

  • Identify high-potential industry use cases and support the development of adoption pathways for Quantum and Space Tech across priority sectors.
  • Work with enterprises, public sector agencies, start-ups, researchers, and technology providers to assess the feasibility, value proposition, risks, implementation requirements, and scalability of Quantum and Space Tech-enabled solutions.
  • Encourage practical adoption in areas such as cybersecurity, financial modelling, logistics optimisation, pharmaceutical research, advanced materials, agriculture, climate monitoring, disaster response, telecommunications, maritime surveillance, environmental monitoring, smart cities, and public service delivery.
  • Develop ecosystem programmes that move Quantum and Space Tech from early-stage awareness and experimentation towards pilot projects, testbeds, commercialisation, and scalable implementation.
  • Support capacity-building initiatives to improve industry understanding of Quantum and Space Tech, business benefits, risks, readiness requirements, and responsible deployment models.


7. Policy, Governance, Security and Standards Alignment

  • Support the implementation of Quantum and Space Tech initiatives in line with national policy frameworks, regulatory requirements, industry standards, and responsible innovation principles.
  • Work with relevant agencies, regulators, standards bodies, and stakeholders to identify policy enablers, governance models, security considerations, data requirements, and standards required to support trusted ecosystem growth.
  • Contribute to discussions on quantum-safe security, post-quantum cryptography readiness, satellite data governance, space-enabled digital services, data protection, cybersecurity, interoperability, resilience, safety, and ethical deployment.
  • Ensure Quantum and Space Tech ecosystem programmes are designed with consideration for national interest, security, inclusivity, user protection, privacy, accountability, sustainability, and long-term economic value.
  • Support sandbox, pilot, proof-of-concept, testbed, and living lab programmes where appropriate to test emerging use cases in a controlled and responsible manner.


8. Performance Monitoring and Impact Reporting

  • Develop dashboards, scorecards, and impact measurement frameworks to track the progress of Quantum and Space Tech ecosystem initiatives.
  • Analyse programme outcomes, ecosystem indicators, adoption trends, investment flows, talent development, innovation activity, research commercialisation, start-up growth, and industry readiness.
  • Prepare periodic reports for senior management, Ministry of Digital, boards, committees, and other relevant stakeholders.
  • Use evidence-based insights to refine strategies, improve programme effectiveness, and support informed decision-making.


QUALIFICATIONS

1. Academic and Professional Qualifications

  • a. A bachelor’s degree in Physics, Quantum Science, Computer Science, Information Technology, Engineering, Electrical and Electronics Engineering, Aerospace Engineering, Data Science, Mathematics, Software Engineering, Telecommunications, Geospatial Science, or a related field.
  • A master’s degree in a relevant field such as Quantum Technology, Computer Science, Engineering, Aerospace, Space Systems, Data Science, Cybersecurity, Technology Management, Innovation Management, Public Policy, or Business Administration would be an added advantage.
  • Professional certifications or training in any of the following areas would be advantageous such as Quantum computing, quantum communication, post-quantum cryptography, cybersecurity, cloud computing, high-performance computing, satellite technologies, geospatial analytics, data science, AI, project management, enterprise architecture, digital transformation, technology commercialisation, or innovation management.


2. Experience Requirements

  • About 8–12 years of relevant experience in quantum technology, space technology, satellite services, emerging technologies, deep-tech innovation, technology strategy, digital transformation, programme management, consulting, ecosystem development, or related fields.
  • Strong exposure to quantum computing, quantum communication, cybersecurity, satellite systems, earth observation, geospatial data, advanced computing, AI-enabled analytics, cloud platforms, digital infrastructure, or technology-enabled transformation.
  • Experience in leading or supporting national-level, enterprise-wide, industry-wide, research-driven, or multi-stakeholder digital initiatives.
  • Experience working with government agencies, technology companies, research institutions, academia, industry players, investors, standards bodies, or international partners would be highly valuable.
