RESPONSIBILITIES:

  • Lead, manage and review the implementation of industrial relations strategies to foster a disciplined work environment and ensure compliance with applicable labour laws.

  • Plan, advise and manage disciplinary cases, including preparation of Domestic Inquiry (DI) sessions with the DI Panel, Prosecuting Officer (PO) and witnesses for a smooth and efficient session.

  • Review the Notes of Proceedings of DI sessions to ensure proper documentation and support effective disciplinary outcomes.

  • Monitor regulatory requirements and industry best practices, provide alerts to Management and propose revisions to SIRIM's Terms & Conditions of Employment to ensure legal compliance and minimise employment disputes.

  • Anticipate, manage and resolve potential deadlock issues in preparation for Collective Agreement (CA) negotiations.

  • Lead the implementation of Performance Improvement Plan (PIP) policy and procedures, including scheduling of counselling sessions and follow-up with relevant supervisors.

  • Oversee the implementation and monitoring of SIRIM's Consequence Management framework, with particular focus on Punishment Guidelines, to ensure legal compliance and effective disciplinary outcomes.

  • Engage with labour authorities, policymakers and industry bodies to stay ahead of emerging labour regulations and industrial relations developments.

REQUIREMENTS:

  • Bachelor's Degree in Human Resource Management, Industrial Relations, Business Administration or a related field. A degree in Law is an advantage.

  • Minimum 10 years of working experience in industrial relations, employee relations, disciplinary management, HR governance or HR compliance.

  • Strong knowledge of Malaysian labour laws, employment regulations, disciplinary procedures, Domestic Inquiry processes and Collective Agreement negotiations.

  • Experience in handling employment disputes and liaising with labour authorities will be an added advantage.

  • Able to handle sensitive and confidential matters with high integrity, sound judgement and professionalism.
