Job Summary

The General Manager will lead and oversee the overall operations of the Costing, Procurement, Logistics, and Warehouse functions to ensure operational excellence, cost efficiency, compliance, and inventory accuracy. This role is responsible for driving process improvements, strengthening internal controls, optimizing supplier and subcontractor performance, and supporting project execution in alignment with organizational objectives.

Key Responsibilities

1. Costing Management

  • Oversee daily costing operations to ensure timely, accurate, and efficient completion of costing activities.
  • Allocate workload effectively within the team based on priorities, capacity, and operational requirements.
  • Ensure all costing submissions are completed within stipulated timelines and in accordance with company standards.
  • Identify process gaps, workload imbalances, and competency development needs to improve team performance.
  • Strengthen costing governance, review mechanisms, and internal controls to enhance consistency and minimize errors.
  • Improve overall costing turnaround time, quality, and operational efficiency through process optimization and standardization.
  • Establish and maintain a structured end-to-end costing workflow from request initiation to final submission.
  • Monitor pricing validity periods and ensure proper tracking and updates.
  • Prepare and manage monthly pricing structures to streamline costing activities.
  • Develop and maintain strong supplier relationships to ensure accurate, competitive, and timely pricing support.

2. Procurement Management

  • Ensure full compliance with supplier evaluation, onboarding, and approval procedures for both new and existing vendors.
  • Review subcontractor quotations to ensure completeness, professionalism, and inclusion of all necessary commercial and contractual clauses.
  • Monitor subcontractor performance, project progress, claims, and compliance with contractual obligations.
  • Ensure subcontractor agreements are properly executed and aligned with project scope and commercial requirements.
  • Safeguard company interests by ensuring contracts contain appropriate commercial protection clauses, including material purchase and termination terms.
  • Continuously strengthen procurement resources and supplier networks, including subcontractors, material suppliers, insurance providers, and logistics partners.
  • Implement supplier performance monitoring systems, including blacklisting procedures for non-performing vendors.
  • Manage subcontractor transition and step-in actions during project execution to ensure operational continuity.
  • Ensure accuracy and readiness of documentation related to legal, contractual, and commercial matters.
  • Conduct commercial and financial analysis to support payment verification, claims management, and retention processes.

3. Logistics Management

  • Oversee logistics planning and execution to ensure alignment with project schedules, delivery requirements, and operational objectives.
  • Verify customs (Kastam) documentation and payments to ensure compliance and accuracy.
  • Maintain updated records and performance evaluations of logistics providers, including monitoring and blacklisting where necessary.
  • Monitor logistics market trends and identify opportunities to secure competitive rates and improve operational practices.
  • Ensure logistics agreements include appropriate contractual protection clauses and enforce contractual rights when required.
  • Assess logistics providers’ capabilities and capacity to support project demands effectively.
  • Analyze logistics costs and identify opportunities for optimization, efficiency improvement, and cost reduction.
  • Lead the resolution of logistics-related issues and ensure proper reporting, corrective actions, and closure.

4. Warehouse & Inventory Management

  • Oversee inventory management at warehouse and project site levels to ensure stock accuracy, traceability, and visibility.
  • Prepare and present periodic inventory reports to management.
  • Analyze inventory levels against project forecasts, consumption trends, and operational requirements.
  • Recommend and maintain optimal inventory levels based on lead time, usage patterns, and risk exposure.
  • Review and enhance inventory control procedures, including loading and unloading activities, material delivery and handover, stock balance monitoring, and material request processes.
  • Implement preventive controls and best practices to minimize stock shortages, overstocking, material damage, and inventory losses.

Key Competencies & Requirements

  • Strong leadership capabilities with proven experience managing multi-functional operational teams.
  • Extensive experience in costing, procurement, logistics, and warehouse management.
  • Strong commercial acumen with expertise in contract management, supplier management, and stakeholder engagement.
  • Analytical and detail-oriented mindset with strong problem-solving capabilities.
  • Ability to drive operational improvements, process optimization, and organizational efficiency.
  • Proven experience managing subcontractor term contracts, including drafting, reviewing, and enforcing contractual clauses related to material delivery, technical compliance, scope fulfillment, and progressive claims alignment.
  • Excellent communication, negotiation, and decision-making skills in a fast-paced operational environment.

Pay: Up to RM25,000.00 per month
