About the Role

We are looking for an experienced Head of Technical & Governance to lead technical underwriting governance, risk management, product underwriting development, underwriting systems, quality review, and technical training within the Life Insurance business.

This is a senior leadership role suited for a seasoned Life Insurance underwriting professional with strong technical expertise, strategic thinking, and experience managing underwriting portfolios and teams.

Key ResponsibilitiesUnderwriting Risk Management

• Develop and maintain comprehensive underwriting guidelines and frameworks for new products and business strategies.
• Manage technical relationships with reinsurers, ensuring treaty compliance and effective risk-sharing arrangements.
• Ensure underwriting and payment authorization limits are aligned with approved Delegated Underwriting Authority.
• Prepare technical updates for underwriting committees, including guideline revisions, claims insights, and risk trend analysis.

Product Underwriting Development & Design

• Review underwriting definitions, exclusions, and frameworks for new Life Insurance products.
• Review medical requirements and financial underwriting limits to remain competitive in the Malaysian market.
• Provide technical expertise on benefit definitions and underwriting intent.
• Provide historical underwriting data and technical insights to support product pricing.

Underwriting Systems

• Act as the primary business owner for the underwriting management system, ensuring rules align with technical underwriting philosophy.
• Continuously refine automated underwriting rules to maximise Straight-Through Processing (STP) while maintaining risk controls.
• Ensure system enhancements and new underwriting rules accurately reflect technical underwriting requirements.

Underwriting Quality Review

• Establish and maintain a robust underwriting quality review framework.
• Conduct monthly underwriting QA reviews to ensure consistent application of guidelines.
• Identify recurring underwriting errors and technical gaps and implement corrective actions and technical training.

Technical Underwriting Training

• Develop and execute an annual underwriting training roadmap.
• Lead training on new product frameworks and underwriting guideline updates.
• Conduct specialised training on financial underwriting and complex medical risks.
• Implement structured assessments before underwriters are granted higher levels of delegated authority.

Requirements

• Degree in Medicine, Biomedicine, or relevant Sciences; OR
• 10+ years of experience in Life Insurance, including at least 2 years in a senior leadership role within an Underwriting portfolio.
• Strong knowledge of Life Insurance underwriting principles and individual and group Life Insurance products.
• Good understanding of Malaysian regulations and compliance requirements relevant to Life Insurance underwriting and claims.
• Strong experience in technical underwriting, risk management, product development, and underwriting governance.
• Experience with underwriting systems and technology-driven operational improvements.
• Experience in underwriting quality assurance, technical training, and delegated underwriting authority.
• Strong knowledge of financial underwriting and complex medical risks.
• Experience working with reinsurers and treaty arrangements is highly advantageous.
• Professional qualifications such as FMII, LOMA, FALU, or equivalent are an advantage.
