Responsibilities

Job Summary

The Human Resources Manager leads the full spectrum of Human Resources and Administration functions for the Johor operations, serving as the primary HR business partner to site leadership. The role is responsible for delivering strategic and operational HR solutions that support business objectives while ensuring compliance with employment legislation, corporate governance and Responsible Business Alliance (RBA) requirements.


The incumbent manages and supports HR Operations, Talent Acquisition, Employee & Industrial Relations, Performance Management, Foreign Worker Management, Compliance and Employee Development. Working in a lean environment, the role requires a hands-on leadership approach to drive operational excellence, strengthen workforce capability, enhance employee experience and support continuous business growth.


Strategic HR Business Partner

  • Partner with Site Management and the Regional HR Lead to translate business objectives into people strategies.
  • Act as the primary HR advisor to management on workforce planning, organizational development, employee relations and talent management.
  • Provide strategic recommendations on manpower planning, workforce optimization and organizational effectiveness.
  • Support organizational restructuring, business expansion and change management initiatives.
  • Drive HR initiatives that strengthen employee engagement, productivity and retention.
  • Develop annual HR operational plans aligned with business priorities.


HR Operations & Service Excellence

  • Lead the overall HR Operations function to ensure efficient, accurate and customer-focused HR service delivery.
  • Establish and continuously improve HR operational processes, SOPs and service standards.
  • Ensure the integrity of HRIS data and employee records.
  • Strengthen HR governance through robust documentation, internal controls and compliance practices.
  • Drive digitalization and automation initiatives to improve HR efficiency.
  • Develop HR dashboards and operational metrics to support data-driven decision making.
  • Identify operational risks and implement preventive and corrective actions.
  • Ensure consistent application of HR policies and employment practices across the Johor operations.


Talent Acquisition & Workforce Planning

  • Lead the end-to-end recruitment process for all positions.
  • Develop recruitment strategies that ensure timely acquisition of quality talent.
  • Build strong recruitment partnerships with agencies, educational institutions and external stakeholders.
  • Partner with hiring managers on manpower planning and succession planning.
  • Conduct interviews, salary recommendations and employment offers.
  • Ensure effective onboarding, orientation and probation management.
  • Build and maintain talent pipelines to support future workforce requirements.


Employee Relations & Industrial Relations

  • Promote positive employee relations and maintain a harmonious workplace.
  • Serve as the lead HR advisor for disciplinary matters, grievances, misconduct investigations and domestic inquiries.
  • Ensure disciplinary processes comply with Employment Act, Industrial Relations legislation and Company policies.
  • Advise management on conflict resolution and employee performance issues.
  • Conduct employee counselling and facilitate workplace conflict resolution.
  • Support management in managing organizational change while minimizing employee relations risks.


Performance Management & Talent Development

  • Drive the Company's Performance Management process.
  • Coordinate probation reviews, performance appraisals and employee development plans.
  • Coach managers on performance management and employee development.
  • Identify succession planning opportunities and high-potential employees.
  • Coordinate learning and development initiatives to strengthen workforce capability.


Foreign Worker & Immigration Management

  • Oversee the complete lifecycle management of foreign workers and expatriates.
  • Manage work permits, Employment Passes, visa applications, renewals and cancellations.
  • Liaise with Immigration, Labour Department, JTK, recruitment agencies and relevant authorities.
  • Ensure compliance with foreign worker legislation and Company policies.
  • Monitor accommodation, levy, insurance, FOMEMA and employee welfare.
  • Advise management on regulatory changes affecting foreign worker employment.


Compliance, Governance & Risk Management

  • Ensure compliance with Employment Act 1955, Industrial Relations Act, OSHA, PDPA and all applicable employment legislation.
  • Develop, review and maintain HR policies, procedures and employee handbook.
  • Ensure HR documentation is audit-ready at all times.
  • Conduct periodic HR compliance reviews and recommend process improvements.
  • Monitor legislative developments and implement necessary policy updates.


Quality, RBA & Continuous Improvement

  • Support the implementation and maintenance of ISO 9001, Responsible Business Alliance (RBA) and other management systems.
  • Participate in customer audits and regulatory inspections.
  • Ensure HR processes comply with quality management standards.
  • Lead HR process improvement initiatives through standardization, automation and best practices.


Administration & Office Management

  • Oversee office administration to ensure smooth business operations.
  • Manage administrative services, facilities, office assets and vendor relationships.
  • Ensure proper maintenance of office equipment and facilities.
  • Support business continuity through effective administrative controls.


Leadership & Team Development

  • Lead, coach and mentor the HR team.
  • Foster a culture of accountability, collaboration and continuous improvement.
  • Build team capability through coaching and development.
  • Ensure high levels of service quality and stakeholder satisfaction.
  • Drive continuous improvement within the HR function.


Reporting & Management Support

  • Prepare periodic HR dashboards and management reports.
  • Analyse manpower trends, turnover, absenteeism, recruitment and workforce metrics.
  • Present HR recommendations to management based on business insights.
  • Support business projects, organizational changes and regional HR initiatives.
  • Perform other duties assigned by Regional HR or Management.


Qualifications

  • Min. Diploma or Degree in Human Resources, Business Administration or a related discipline.
  • Minimum 8–10 years of progressive Human Resources experience, with at least 3 years in a managerial or HR Business Partner capacity.
  • Experience in manufacturing, logistics or other industrial environments is preferred.
  • Strong knowledge and practical experience in employee relations, industrial relations and employment legislation.
  • Experience managing foreign worker administration and regulatory compliance.
  • Exposure to ISO, Responsible Business Alliance (RBA) and customer compliance audits is highly desirable.
  • Demonstrated ability to operate effectively in a lean environment with a hands-on approach to both strategic and operational HR responsibilities.
  • Strong interpersonal, communication, stakeholder management and problem-solving skills, with the ability to influence and partner effectively with leaders at all levels.
