Job Description

Responsibilities

  • Performing qualitative and quantitative research and analysis in all areas of the Oil and Gas Sector, ensuring that information is collected and reported in a clear and concise manner, with the appropriate recommendations, to the Relationship Manager – Customs Petroleum Unit.
  • Extracting data from various GRA software including Automated System for Customs Data (ASYCUDA) and external sources and translate into usable information to aid in decision making within the Organisation.
  • Accumulating, analysing and providing information, when necessary, to relevant internal and external stakeholders on valuing Oil and Gas assets and key issues that inform such valuation.
  • Providing analytical information to GRA management to enhance understanding of the Petroleum Sector and support performance management, planning, risk management and policy development.
  • Centralising, analysing and make data available, by Contractors, Sub-contractors, Oil Field, and other sources, to the Deputy Commissioner.
  • Maintaining a log of reports and recommendations including identifying any information gaps so that adequate information is available for the Organisation’s use.
  • Establishing mutual relationships and communicate with business leaders, financial officers and market representatives to gather relevant information related to the Oil and Gas Sector.
  • Conducting consistent reviews of the Organisation’s methods of obtaining and analysing data and present recommendations to improve the quality and efficiency of data systems.
  • Liaising with Internal Units/Divisions and represent GRA with external stakeholders.
  • Any other related duties assigned.

Job Requirements

  • Association of Chartered Certified Accountants (ACCA), Bachelor’s Degree in Accounting, or any other equivalent qualification, with a minimum of two (2) years’ relevant experience. Successful completion of the Customs Officer I, II, and III Training Program.
  • In-depth knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan, and initiatives of the Guyana Revenue Authority.
  • In-depth knowledge of the Customs Act 82:01, Excise Act 82:24, Petroleum Act, the Petroleum (Production) Act, Petroleum (Exploration and Production) Act.
  • In-depth knowledge of ASYCUDA, Online Analytical Processing (OLAP), Excel, and other sophisticated data extraction and analysis tools.
  • In-depth Knowledge of Customs Operations and Procedures.
  • In-depth knowledge of the Oil and Gas Sector and a thorough understanding of Guyana’s Oil and Gas Contract.
  • In-depth knowledge of methods of data analysis, data organization, and data interpretation.
  • Strong analytical, judgmental, and negotiation skills.
  • Effective oral and written communication skills.
  • Ability to prioritize tasks to meet conflicting timelines.
  • Demonstrated commitment to adhere to the core values of integrity, professionalism, accountability, and mutual respect.
