Boys' Town is a non-profit social service agency in Singapore dedicated to supporting children and youth in need. Founded in 1948 by the Montfort Brothers of St. Gabriel, Boys' Town began as a residential home for boys affected by the war and has since expanded to provide a continuum of services for children and youth in need.

Today, Boys' Town serves both boys and girls, from infants to young adults, many from disadvantaged or disengaged families who have experienced challenges such as neglect, abandonment, or abuse. Boys' Town provides holistic and integrated services including residential care, fostering services, respite care, youth outreach, adventure-based therapy, and clinical intervention.

RESPONSIBILITIES

Key Responsibilities

As our HR Manager, you will:

Lead the HR Function

  • Manage and develop a small HR team while overseeing outsourced HR support.

  • Ensure efficient, responsive, and high-quality HR service delivery across the organisation.

  • Serve as a trusted HR partner to leaders and managers.

Drive End-to-End HR Operations

  • Oversee recruitment, onboarding, employee relations, performance management, talent development, and employee engagement.

  • Ensure effective and compliant HR operations throughout the employee lifecycle.

  • Continuously improve HR processes, systems, and workflows.

Champion HR Transformation

  • Lead HR digitalisation projects and HRIS enhancements.

  • Drive process automation and continuous improvement initiatives.

  • Support organisational change and technology adoption.

Governance, Funding & Compliance

  • Lead HR-related funding applications, submissions, declarations, and reporting requirements.

  • Support internal and external audits and ensure audit readiness.

  • Ensure compliance with employment legislation, funding requirements, governance standards, and sector regulations.

Management & Board Reporting

  • Prepare workforce analytics, HR dashboards, management reports, and board papers.

  • Provide meaningful HR insights and recommendations to support decision-making.

  • Present HR updates and initiatives to management and relevant committees.

You are someone who:

Enjoys being hands-on and operational, not just managing from the sidelines.

Can work independently and drive initiatives with minimal supervision.

Is comfortable navigating a regulated and funded environment with strong governance requirements.

Understands audit, compliance, funding, and reporting obligations.

Is adaptable and agile in responding to changing business and regulatory requirements.

Has strong stakeholder management skills and can work effectively with employees, managers, senior leaders, funders, auditors, and external partners.

Is analytical, structured, and able to translate HR data into meaningful insights and recommendations.

QUALIFICATIONS

Requirements

  • Degree in Human Resource Management, Business Administration, or related discipline.

  • At least 5-8 years of progressive HR experience, including supervisory or team leadership experience.

  • Strong HR generalist background with experience across the full spectrum of HR.

  • Experience leading HR projects, process improvement, or HR digital transformation initiatives.

  • Experience in funding applications, grant administration, compliance reporting, or audit-related work will be highly advantageous.

  • Experience in the social service, healthcare, education, public sector, non-profit, or other regulated environments is preferred.

  • Good knowledge of Singapore employment legislation and MOM regulations.
