1) Accounts, HR & Admin Manager

Who You Are

We are seeking a highly organized, proactive, and hands-on Accounts, HR & Admin Manager who is flexible in scope and able to manage multiple areas of the business. You will lead and manage the Accounts team to ensure accurate and timely accounting operations while developing and guiding the team to improve performance and efficiency.

You will work closely with Project Managers and HODs to support recruitment, manpower planning, and operational requirements. You will oversee the Accounts and Foreign Worker Management functions, ensuring timely reporting, proper documentation, and effective workforce coordination.

You will also collaborate with the Managing Director’s Office on SOP development, process improvements, and initiatives to improve the Company's organizational structure, systems, and processes. This role provides the opportunity to take ownership, manage, and grow the team as the Company continues to expand.


Key Responsibilities

Accounts

  • Lead and manage the Accounts team to ensure accurate and timely accounting operations.
  • Oversee month-end closing, preparation of management accounts, and timely financial reporting.
  • Monitor cash flow, payments, petty cash, and internal accounting controls.
  • Review accounting processes and implement improvements to strengthen efficiency and accuracy.
  • Ensure proper documentation, filing, and compliance with accounting procedures.


Foreign Worker Management & HR Operations

  • Oversee the full lifecycle of foreign worker recruitment, accommodation and payroll.
  • Develop manpower plans with Project Manager to ensure sufficient workforce for ongoing and upcoming projects.
  • Monitor worker attendance, overtime, leave, absenteeism, and productivity reports.
  • Oversee worker accommodation, transportation, welfare, and discipline.


Administration, Operations & Continuous Improvement

  • Ensure employee records, contracts, licenses, permits, and company documents are properly maintained and up to date.
  • Oversee administrative functions including company vehicles, office administration, and company assets.
  • Develop and maintain SOPs, policies, and work instructions together with the Managing Director’s Office to strengthen company systems and standardize processes.
  • Work closely with Project Managers and department heads to improve manpower planning, resource coordination, and operational efficiency.


Requirements

  • Degree in Accounting, Human Resources, Business Administration, or related field.
  • Experience in accounts, HR administration, and foreign worker management, preferably in the construction or related industry.
  • Proficient in Microsoft Excel and SQL. Familiarity with Infotech Attendance System is an advantage.
  • Able to travel to sites with own transportation.
  • Strong planning, coordination, documentation, and organizational skills with the ability to manage multiple priorities independently.

2) HR & Admin Executive (Ops & Foreign Worker Management)

Who You Are

We are seeking a highly organized and proactive HR & Admin Executive with strong planning skills, attention to detail, and a sense of urgency. This is not a desk-bound HR role. You will support daily operations through foreign worker management, manpower coordination, accommodation arrangements, logistics support, and accurate documentation. You understand the importance of timely reporting, proper planning, and efficient administration in supporting smooth project operations.


Key Responsibilities

Foreign Worker Administration, Recruitment & Payroll (Primary Scope)

  • Manage foreign worker recruitment, onboarding, documentation, accommodation, and payroll processing.
  • Maintain accurate worker records, including permits, attendance, overtime, leave, and other employment-related documents.
  • Maintain an updated resume bank and contact database to support ongoing and replacement manpower needs.
  • Coordinate worker movements, transportation, accommodation, and welfare matters.
  • Prepare reports on attendance, overtime, leave, lateness, absenteeism, and manpower status.
  • Verify timesheets and support payroll processing to ensure accuracy.
  • Handle worker communication, grievances, and disciplinary matters.
  • Conduct site visits and spot checks to verify attendance records and accommodation conditions.


Hostel Management

  • Coordinate worker accommodation, hostel setup, allocation, and occupancy planning.
  • Manage tenancy agreements, renewals, terminations, and landlord coordination.
  • Conduct regular hostel inspections and coordinate maintenance and repair matters.
  • Monitor hostel conditions, utilities, and worker discipline.


HR Administration (Local Staff)

  • Maintain staff records and update leave, attendance, and employee information.
  • Assist with payroll processing and timesheet verification.
  • Prepare employment-related documents including contracts, confirmations, warnings, and HR correspondence.
  • Support employee onboarding, offboarding, and local recruitment activities.
  • Prepare HR and administrative reports for management review.


Office, Assets & Fleet Management

  • Coordinate office administration, facilities maintenance, vendor matters, and contract renewals.
  • Manage company assets and ensure proper records, usage tracking, and maintenance follow-up.
  • Oversee company vehicle administration including road tax, insurance renewals, maintenance schedules, and vehicle records.
  • Monitor vehicle conditions, cleanliness, usage, and outstanding issues to ensure vehicles remain operational.
  • Assist in inspecting, reporting, and escalating any damages, faults, or asset-related issues.


Requirements

  • Degree in Human Resources, Business Administration, or related field.
  • Proficient in Microsoft Excel and familiarity with Infotech Attendance System is an advantage.
