Assistant Manager, Human Resources
Job Responsibilities: Job Summary
The Assistant Manager, Human Resources is responsible for the hands-on execution and coordination of the Group's Human Resources functions while supporting the Head of Human Resources in achieving the Group's HR objectives. The role manages the day-to-day HR operations, including talent acquisition, payroll and compensation, employee relations, industrial relations, performance management, learning and development, HR administration and statutory compliance.
In addition to managing daily HR operations, the Assistant Manager supervises and coordinates the work of the Group HR team to ensure HR services are delivered efficiently, accurately and in compliance with Company policies and Malaysian employment legislation. The role also provides operational support to the Head of Human Resources and acts on his or her behalf on operational matters when delegated or during his or her absence.
Key Responsibilities
1. HR Operations & Team Coordination
- Execute and coordinate the Group's daily Human Resources operations, ensuring efficient, accurate and timely HR service delivery.
- Personally handle key HR operational functions, including recruitment, onboarding, payroll, employee movements, disciplinary matters, statutory compliance and HR administration.
- Supervise and coordinate the daily work of the Group HR team, providing guidance, allocating tasks and monitoring work quality and timelines.
- Assist the Head of Human Resources in implementing HR policies, procedures, systems and process improvement initiatives.
- Prepare HR reports, manpower statistics and payroll-related reports for management review.
- Ensure compliance with Company policies, employment legislation and statutory requirements.
- Provide HR advice and operational support to Heads of Departments on day-to-day HR matters.
- Act on behalf of the Head of Human Resources on operational matters when delegated or during his/her absence to ensure business continuity.
2. Talent Acquisition & Workforce Planning
- Manage the end-to-end recruitment and selection process, including manpower requisition, sourcing, interviewing, employment offers and onboarding.
- Partner with Heads of Departments to fulfil approved manpower requirements in a timely manner.
- Ensure employment contracts, employee records and statutory registrations are completed accurately and in compliance with Company policies and legal requirements.
- Coordinate employee onboarding and probation confirmation to ensure a smooth integration and timely confirmation process.
- Monitor recruitment effectiveness, employee turnover and retention trends, and recommend improvement initiatives where appropriate.
3. Compensation & Benefits
- Administer monthly payroll and ensure timely, accurate and confidential processing.
- Manage HRIS, employee records, statutory contributions, income tax, insurance and employee benefits.
- Support the Head of Human Resources in salary administration and compensation benchmarking.
- Ensure payroll and benefits administration complies with Company policies, statutory requirements and audit standards.
4. HR Administration & Compliance
- Maintain employee records, HR documentation and personnel files in accordance with Company policies and legal requirements.
- Update organisation charts, job descriptions, KPIs and employee records.
- Coordinate employee lifecycle processes, including confirmation, promotion, transfer, resignation and exit administration.
- Maintain HR policies and procedures, ensuring compliance with employment legislation.
- Coordinate office administration procurement and support workplace safety compliance.
5. Employee & Industrial Relations
- Handle employee relations matters, including grievances, disciplinary cases and misconduct investigations.
- Participate in Domestic Inquiries (DI) as Management Representative or Prosecutor when required.
- Advise managers on employee relations, disciplinary procedures and employment legislation.
- Liaise with government authorities on HR and statutory matters.
- Monitor changes in employment legislation and recommend policy updates where necessary.
6. Performance Management & Learning & Development
- Coordinate the Group's performance management process and support Heads of Departments in performance reviews.
- Monitor appraisal completion and maintain performance records.
- Identify training needs and coordinate employee learning and development programmes.
- Maintain training records and evaluate programme effectiveness.
7. HR Systems & Continuous Improvement
- Maintain the Human Resource Information System (HRIS) and ensure HR data accuracy.
- Prepare HR reports and analytics for management.
- Recommend improvements to HR systems, processes and workflows to enhance operational efficiency.
- Support HR digitalisation and continuous improvement initiatives.
Requirements
Qualifications
- Bachelor's Degree in Human Resource Management, Business Administration or an equivalent qualification.
Experience
- Minimum 5 years of progressive HR experience, preferably in the automotive, manufacturing or operations industry.
- Experience in supervising or coordinating an HR team.
- Hands-on experience in recruitment, payroll, employee relations, industrial relations, HR administration and statutory compliance.
Knowledge
- Good knowledge of the Malaysian Employment Act, Industrial Relations Act and other relevant employment legislation.
- Sound understanding of HR operations, payroll administration and statutory compliance.
