We're Hiring | Full Stack Engineer (Land Registry & Property Transaction Systems) | Singapore

Are you an experienced Full Stack Engineer looking to work on one of Singapore's most critical government digital transformation initiatives?

Join us in supporting the Singapore Titles Automated Registration System (STARS) and eLodgement System (ELS)—mission-critical platforms that power Singapore's land registry and property transaction ecosystem.

Location: SLA, Newton Road, Singapore

Contract Duration: 12 Months (Extendable)

Working Hours: Monday – Friday | 8:30 AM – 6:00 PM

Start Date: ASAP

Eligibility: Singapore Citizens or Singapore PR only

Salary

• 4+ Years Experience: Up to SGD 7,000/month

• 3+ Years Experience: Up to SGD 6,500/month

(Inclusive of CPF, AWS/Bonus, Medical Insurance, Phone & Transport Allowance, Annual & Medical Leave)

Key Responsibilities

Develop, enhance, and maintain enterprise applications for STARS & ELS

Deliver new features and modernize legacy applications

Analyze complex business workflows and implement system enhancements

Perform application maintenance, production support, and root cause analysis

Participate in legacy modernization, API enablement, and platform upgrades

Collaborate with business users, architects, cybersecurity teams, and vendors

Improve application quality through secure coding, testing, code reviews, and DevSecOps practices

Required Skills

3–5+ years of Software Engineering / Full Stack Development experience

Java, JSP, JavaScript

SQL / PL/SQL

Spring Boot

Angular

Oracle Database

WebLogic / Tomcat / IIS

REST APIs & System Integration

CI/CD & Version Control

Production Support & Troubleshooting

Secure Coding & Application Security

Strong analytical and problem-solving skills

Preferred Experience

Legacy modernization, refactoring, migration, or technology refresh initiatives

AWS GCC or similar cloud platforms

DevSecOps, observability, monitoring, or platform security

AI-assisted engineering tools (e.g., AI for code analysis, documentation, testing, or development productivity)

Experience working in Singapore Government, public sector, or highly regulated environments

Experience with land registry, legal, transactional, or document-centric systems is highly desirable
