Responsibilities

OVERVIEW

The Safety & Security Manager is responsible for overseeing the safety, security, emergency preparedness, and risk management operations of the Company, ensuring the protection and well-being of guests, employees, visitors, contractors, hotel assets, and premises. This role develops and implements safety and security policies, procedures, and programmes; monitors compliance with applicable laws, regulations, Company policies, and hotel operating standards; and ensures that appropriate preventive and corrective measures are implemented to maintain a safe and secure environment.

The Safety & Security Manager leads the Safety & Security team, manages security operations and emergency response activities, conducts risk assessments and investigations, coordinates with internal departments and external authorities, and promotes a proactive culture of safety, security, preparedness, and continuous improvement.

KEY RESPONSIBILITIES

A. Safety & Security Operations Management

  • Oversee daily safety and security operations to ensure the protection of guests, employees, visitors, contractors, hotel assets, and premises.
  • Develop, implement, review, and update safety, security, emergency response, and risk management policies, procedures, and SOPs.
  • Conduct regular security patrols, inspections, and monitoring of guest areas, public areas, back-of-house areas, car parks, and other critical locations.
  • Ensure effective implementation of access control measures, security protocols, and preventive measures to maintain a safe and secure environment.
  • Monitor security systems, including CCTV, alarm systems, access control systems, and other security equipment to ensure operational effectiveness.
  • Ensure compliance with Company policies, hotel operating standards, and applicable safety and security requirements.

B. Risk Management, Incident Investigation & Reporting

  • Conduct regular safety and security risk assessments, inspections, audits, and hazard identification exercises.
  • Identify potential risks relating to workplace safety, fire and life safety, guest security, theft, property damage, unauthorized access, and other operational concerns.
  • Develop and implement preventive and corrective actions to mitigate identified risks and prevent recurrence.
  • Investigate safety and security incidents, including accidents, injuries, theft, loss, property damage, and security breaches.
  • Prepare accurate incident reports, investigation findings, and recommendations for Management review.
  • Maintain proper records of incidents, investigations, corrective actions, inspections, and safety documentation.

C. Emergency Preparedness & Crisis Management

  • Develop, implement, and maintain the hotel’s Emergency Response Plan, Crisis Management Plan, evacuation procedures, and emergency protocols.
  • Coordinate emergency response activities during incidents such as fire, medical emergencies, security threats, natural disasters, and other critical situations.
  • Conduct regular emergency drills, fire drills, evacuation exercises, and crisis simulations to ensure operational readiness.
  • Ensure emergency exits, evacuation routes, assembly points, emergency equipment, and safety signage are maintained and accessible.
  • Coordinate with emergency services, authorities, and relevant stakeholders during emergency situations.
  • Review emergency response performance and implement improvements following drills or incidents.

D. Safety Compliance, Fire & Life Safety Management

  • Ensure compliance with applicable occupational safety and health regulations, fire safety requirements, and relevant statutory requirements.
  • Oversee fire and life safety programmes, including inspection, testing, and maintenance of fire protection systems and equipment.
  • Monitor workplace safety practices and ensure proper handling, storage, and control of hazardous materials and equipment.
  • Coordinate safety inspections, audits, regulatory visits, and compliance assessments.
  • Ensure corrective actions arising from inspections, audits, and assessments are implemented within agreed timelines.
  • Maintain accurate safety records, permits, certificates, training records, and compliance documentation.

E. Team Leadership, Training & Safety Culture

  • Lead, supervise, train, coach, and develop the Safety & Security team to ensure effective departmental performance.
  • Prepare duty rosters, allocate manpower, and monitor team performance, attendance, discipline, and compliance with departmental standards.
  • Conduct safety and security training, briefings, toolbox talks, emergency response training, and awareness programmes.
  • Ensure employees understand safety procedures, emergency protocols, incident reporting requirements, and security responsibilities.
  • Promote a proactive safety culture based on awareness, accountability, teamwork, and continuous improvement.
  • Conduct performance evaluations and provide coaching and development opportunities for team members.

F. Guest Safety, Security Coordination & Asset Protection

  • Ensure safety and security measures support a safe, professional, and welcoming environment for guests, employees, and visitors.
  • Respond promptly and professionally to guest and employee safety concerns, complaints, and security- related matters.
  • Provide security support for VIP guests, special events, high-profile functions, and other activities requiring additional security measures.
  • Coordinate with Front Office, Housekeeping, Engineering, Human Resources, and other departments to address safety and security concerns.
  • Manage contractor, vendor, and visitor safety requirements to ensure compliance with hotel security procedures.
  • Ensure proper control, protection, and accountability of hotel assets, keys, access cards, security equipment, and other security resources.

G. Budget, Administration & Continuous Improvement

  • Prepare, monitor, and manage the Safety & Security Department budget to ensure effective cost control and resource utilization.
  • Monitor departmental expenses and identify opportunities for cost savings and operational improvements.
  • Maintain accurate departmental records, reports, operational statistics, and safety documentation.
  • Prepare regular safety and security reports, trend analysis, and performance updates for Management review.
  • Review safety and security procedures, systems, and processes to identify improvement opportunities.
  • Recommend enhancements to safety measures, security systems, equipment, and operational practices to strengthen overall hotel safety and security standards.

KEY ATTRIBUTES

  • Strong leadership and supervisory skills to effectively manage, motivate, and develop the Safety & Security team.
  • Excellent knowledge of hotel safety, security, emergency response, fire and life safety, risk management, and incident investigation procedures.
  • Ability to remain calm, professional, decisive, and resourceful during emergencies and high-pressure situations.
  • Strong analytical, investigative, problem-solving, and decision-making skills.
  • High level of integrity, professionalism, discretion, and confidentiality when handling sensitive information and incidents.
  • Strong attention to detail and ability to identify potential hazards, risks, security vulnerabilities, and operational gaps.
  • Excellent communication and interpersonal skills to engage effectively with guests, employees, Management, contractors, authorities, and external stakeholders.
  • Ability to manage multiple priorities, respond promptly to operational requirements, and implement effective solutions.
  • Strong report-writing, documentation, organizational, and administrative skills.
  • Ability to promote a proactive culture of safety, security, accountability, preparedness, and continuous improvement.

QUALIFICATIONS & EXPERIENCE

  • Minimum qualification: Diploma or Bachelor’s Degree in Occupational Safety and Health, Security Management, Risk Management, Emergency Management, Hotel Management, or a related field.
  • Relevant professional certifications in Occupational Safety and Health (OSH), safety management, security management, fire safety, emergency response, or risk management will be an advantage.
  • Certification as a Safety and Health Officer (SHO) recognised by the Department of Occupational Safety and Health (DOSH) is preferred.
  • Additional OSH-related certifications such as Occupational Safety and Health Coordinator (OSH-C), Workplace Safety and Health (WSH) qualifications, Certified Environmental Professional (CePSWaM/CePIETSO), ISO 45001 Occupational Health & Safety Management System certification, or equivalent certifications will be an added advantage.
  • Minimum five (5) years of relevant experience in safety, security, risk management, emergency response, or a related field, preferably within the hospitality, hotel, property, or service industry.
  • Previous supervisory or managerial experience in a Safety & Security Department is required.
  • Experience in managing security operations, emergency response procedures, safety inspections, risk assessments, incident investigations, and regulatory compliance.
  • Knowledge of applicable occupational safety and health, fire safety, security, and emergency preparedness requirements.
  • Experience in coordinating with regulatory authorities, emergency services, external security agencies, contractors, and service providers is an advantage.
  • Strong leadership, organizational, communication, report-writing, problem-solving, and decision-making skills.
  • Proficiency in Microsoft Office applications and relevant safety, security, incident reporting, surveillance, and hotel management systems.

Pay: RM5,000.00 - RM6,000.00 per month
