HR & ESH Administration OfficerJob Summary
The HR & ESH Administration Officer is responsible for overseeing Human Resources, office administration, and Environment, Safety & Health (ESH) functions to ensure efficient organizational operations and full compliance with company policies and statutory requirements. The role supports the complete employee lifecycle, manages HR administration, coordinates recruitment and payroll administration, maintains regulatory compliance, and assists in implementing occupational safety, health, environmental, and sustainability programs. The position also serves as a liaison between employees, management, and government authorities while contributing to continuous improvement initiatives aligned with organizational objectives.
1. Human Resources Administration
- Manage day-to-day Human Resources administrative functions and provide professional support to employees and management.
- Maintain accurate and confidential employee records, including employment contracts, personal information, attendance, leave, disciplinary records, performance documents, medical records, training records, and other HR documentation.
- Prepare, issue, and maintain employment-related documents including appointment letters, confirmation letters, promotion letters, transfer letters, salary adjustment letters, warning letters, suspension letters, show cause letters, termination letters, resignation acceptance letters, and other HR correspondence.
- Ensure proper filing and document control for all HR records in both physical and electronic formats.
- Maintain employee databases and HR Information Systems with accurate and updated information.
- Administer employee attendance, leave management, overtime records, shift schedules, and payroll-related data.
- Assist in benefits administration including insurance, medical claims, statutory contributions, and employee welfare programs.
- Ensure compliance with the Employment Act 1955, Industrial Relations Act, Employees Provident Fund (EPF), Social Security Organization (SOCSO/PERKESO), Employment Insurance System (EIS), Human Resources Development Corporation (HRD Corp), and other applicable Malaysian employment legislation.
- Respond to employee inquiries regarding HR policies, employment terms, benefits, and administrative matters.
- Maintain confidentiality of employee information and ensure compliance with the Personal Data Protection Act (PDPA) 2010.
2. Recruitment & Talent Acquisition
- Coordinate end-to-end recruitment activities from manpower requisition to employee onboarding.
- Prepare and publish job advertisements across recruitment platforms.
- Source, screen, and shortlist suitable candidates based on job requirements.
- Arrange interviews and coordinate interview schedules with hiring managers.
- Prepare interview evaluation documentation and employment offers.
- Conduct pre-employment document verification and reference checks.
- Coordinate onboarding activities including orientation programs and new employee induction.
- Prepare onboarding documentation and ensure completion of statutory and company-required forms.
- Coordinate employee offboarding, exit interviews, final clearance, and document collection.
3. Office Administration
- Support daily office administrative operations to ensure efficient workflow.
- Manage office documentation, correspondence, filing systems, and document archiving.
- Coordinate meetings, prepare meeting minutes, and monitor follow-up actions.
- Coordinate travel arrangements, accommodation, transportation, and company events where required.
- Support management with administrative reports, presentations, and documentation.
- Ensure proper maintenance of office facilities and administrative records.
4. Environment, Safety & Health (ESH) Management
- Assist in implementing and maintaining the Company's Environment, Safety & Health (ESH) Management System.
- Ensure compliance with the Occupational Safety and Health Act (OSHA), Environmental Quality Act (EQA), and other applicable environmental and safety regulations.
- Support implementation and maintenance of ISO 45001 Occupational Health & Safety Management System and ISO 14001 Environmental Management System.
- Maintain ESH policies, procedures, work instructions, forms, registers, and statutory documentation.
- Conduct workplace safety inspections and environmental inspections to identify hazards and compliance gaps.
- Coordinate Hazard Identification, Risk Assessment and Risk Control (HIRARC) activities.
- Assist in accident, incident, dangerous occurrence, and near-miss investigations, including root cause analysis and corrective actions.
- Monitor implementation of corrective and preventive actions arising from inspections, audits, and incident investigations.
- Coordinate emergency preparedness programs including fire drills, evacuation exercises, chemical spill response, and emergency response planning.
- Organize safety awareness campaigns, toolbox meetings, safety briefings, and ESH training programs.
- Monitor contractor safety compliance and visitor safety requirements.
- Maintain records for Personal Protective Equipment (PPE), safety inspections, safety training, and incident reporting.
- Assist in Scheduled Waste management, wastewater monitoring, air emission monitoring, chemical management, and environmental compliance activities.
- Coordinate with external consultants for CHRA, Noise Risk Assessment (NRA), LEV assessments, industrial hygiene monitoring, and environmental monitoring programs.
- Liaise with government authorities including DOSH, DOE, Local Authorities, Fire & Rescue Department, PERKESO, and other regulatory agencies.
- Prepare ESH reports, management review reports, compliance reports, and statutory submissions.
5. Sustainability & Compliance
- Support Environmental, Social and Governance (ESG) initiatives and sustainability programs.
- Monitor Greenhouse Gas (GHG) emissions, energy consumption, water usage, waste generation, and environmental performance indicators.
- Assist in implementing carbon reduction initiatives, energy-saving projects, waste minimization programs, and environmental improvement activities.
- Support Responsible Business Alliance (RBA) compliance requirements, customer audits, and third-party assessments.
- Participate in internal audits, external audits, regulatory inspections, and management review meetings.
- Maintain compliance registers and ensure timely renewal of licenses, permits, certificates, and statutory submissions.
6. Documentation & Reporting
- Prepare HR and ESH reports for management review.
- Maintain document control systems in accordance with company procedures and ISO requirements.
- Develop and update Standard Operating Procedures (SOPs), policies, manuals, and work instructions.
- Analyze HR and ESH performance indicators and recommend continuous improvement initiatives.
- Maintain confidentiality, integrity, and accuracy of company records.
7. General Responsibilities
- Demonstrate professionalism, integrity, confidentiality, and ethical conduct at all times.
- Support continuous improvement initiatives across HR, Administration, Safety, Health, and Environmental functions.
- Perform any other duties and responsibilities assigned by Management from time to time in accordance with business requirements.
Pay: RM2,000.00 - RM3,000.00 per month
