Job Description

Responsibilities

This role resides under MISC Marine (the Integrated Marine Services arm of MISC Group).


Key Accountabilities

1. Project Information Management

  • Establish, implement and maintain an effective project information and document control system throughout the project lifecycle.
  • Develop and maintain the Master Document Register (MDR), document numbering conventions, correspondence matrix and project filing structures.
  • Ensure project information is complete, accurate, traceable and readily accessible to authorised stakeholders.
  • Administer project document management systems utilised by MISC, Shipyards, Contractors and Clients.


2. Project Document Control

  • Manage the registration, review workflow, revision control, distribution and archival of project documents, drawings, technical submissions, correspondence and contractual records.
  • Coordinate document transmittals and monitor document status throughout project execution.
  • Ensure project documentation is processed in accordance with approved document control procedures and contractual requirements.


3. Drawing & Technical Documentation Coordination

  • Coordinate drawing review activities between Project Managers, Engineers, Shipyards, Contractors, Classification Societies and other stakeholders.
  • Monitor review turnaround time and follow up outstanding technical submissions to support timely project execution.
  • Prepare periodic reports on drawing approval status and document performance.


4. Document Governance & Compliance

  • Develop, implement and continuously improve project document control procedures, templates, work instructions and document management guidelines.
  • Conduct periodic compliance reviews to ensure project documentation complies with document control procedures, contractual requirements and project standards.
  • Review and reject document submissions that do not comply with established document control requirements.
  • Support internal and external audits relating to project documentation and records.


5. Project Records & Information Retention

  • Maintain complete and accurate project records throughout project execution.
  • Coordinate project close-out documentation, as-built dossiers and final document handover.
  • Ensure compliance with document retention policies and project archival requirements.


6. Reporting & Performance Monitoring

  • Prepare periodic document control performance reports, including MDR status, overdue documents, drawing approval status and document turnaround performance.
  • Develop and monitor Project Information Management KPIs and recommend improvement initiatives based on document control performance trends.
  • Analyse document control performance trends and recommend improvement measures.


7.Continuous Improvement

  • Identify opportunities to improve project information management processes, workflows and digital document management practices.
  • Evaluate emerging document management technologies and recommend enhancements to improve project efficiency.
  • Capture lessons learnt and incorporate improvements into future document control practices.


8. Functional Leadership

  • Provide functional guidance and technical support on document control practices to project teams.
  • Functionally supervise additional project-funded Document Controllers assigned to support project execution, ensuring consistent implementation of project document control procedures and standards.
  • Coach, mentor and provide technical guidance to Document Controllers assigned to projects to ensure consistent implementation of document control standards across Technical Services


Job Requirements

Education

  • Bachelor's Degree in Engineering, Information Management, Document Control, Project Management, Business Administration or other related disciplines.
  • Professional certification in Document Control, Information Management, Project Management (e.g. PMP or CAPM), or equivalent would be an added advantage.
  • Proficient in Electronic Document Management Systems (EDMS), Microsoft Office applications and SharePoint.


Experience

  • Ideal: 5–8 years' experience in project document control, project information management or document management within shipbuilding, offshore, EPC/EPCI, engineering or large capital projects.
  • Experience in administering Electronic Document Management Systems (EDMS) and managing multidisciplinary engineering documentation throughout the project lifecycle.
  • Experience in developing and implementing document control procedures, document numbering systems, Master Document Registers (MDR), transmittal processes and project records management.
  • Experience in coordinating document workflows with shipyards, contractors, consultants, classification societies and clients is preferred.
