Role Overview
The Regional HR & Administration Manager will oversee regional human resource and administrative functions across Singapore, Malaysia, and Indonesia. The role is responsible for driving HR strategies, recruitment, performance management, employee development, payroll administration, compliance, and HR operations while ensuring consistency across all operating regions.
A. Regional Strategic HR & Culture Development
- Regional HR Strategy: Lead and implement HR initiatives across multiple countries, aligning with corporate vision and local employment laws.
- Cross-border Policy Alignment: Assess and harmonize HR policies across regions, recommending enhancements.
- Cultural Integration: Shape a unified company culture while respecting local practices.
- Leadership Engagement: Facilitate communication between staff and leadership across regions.
- Employer Branding: Manage LinkedIn, Glassdoor, and regional job portals to project a positive image.
- Budget Planning: Develop annual HR capital budgets for each country and consolidate into a regional plan.
B. Regional Recruitment Framework
- Recruitment Channels: Build and manage recruitment pipelines across Singapore, Malaysia, and Indonesia.
- Selection Process: Standardize candidate profiling, interviews, and assessments regionally.
- Onboarding: Ensure smooth onboarding with compliance to local labor laws.
- Orientation: Conduct regional induction programs, handing over to respective HODs.
C. Regional Performance Review Framework
- KPI Development: Collaborate with HODs to set KPIs tailored to each country's operational needs.
- Appraisals: Conduct matrix appraisals across regions, ensuring fairness and consistency.
- Competency Analysis: Identify skill gaps and recommend training.
- Career Path Mapping: Establish career progression frameworks across countries.
- Staff Transition: Manage underperformance cases with sensitivity to local employment laws.
D. Regional Staff Training Framework
- Training Programs: Coordinate internal and external training across regions.
- Mindset Training: Implement programs to align staff mindset with company values.
- Government Programs: Leverage grants and schemes (MOM Singapore, HRDF Malaysia, BPJS Indonesia).
- Team Building: Organize workshops and cross-border team-building activities.
E. General Regional HR Administration
- Town Halls: Conduct monthly regional town halls.
- Annual Events: Plan company-wide dinners, trips, and cross-border social events.
- ERP Systems: Ensure proficiency in HR systems (TaskHub, Infotech, and regional equivalents).
- Payroll: Oversee payroll processing across regions, ensuring compliance with PCB (Malaysia), CPF (Singapore), and BPJS (Indonesia).
- Leave Management: Standardize e-leave systems across countries.
- Regulatory Awareness: Stay updated on MOM (Singapore), JTK (Malaysia), and Indonesian labor laws.
- Accommodation: Source and manage staff housing regionally.
- Festive Engagement: Coordinate seasonal decorations and celebrations across offices.
Skills & Requirements
- Regional HR Expertise: Strong knowledge of Singapore, Malaysia, and Indonesia employment laws.
- Cross-cultural Communication: Ability to manage diverse teams.
- ERP & Payroll Systems: Proficiency in regional HRIS and payroll systems.
- Minimum Experience: 5–7 years in HR management, with at least 3 years in regional HR roles.
- Qualification: Graduate Diploma or higher in Human Resource Management.
