Responsibilities

Role Overview

We are seeking an experienced MEP Cost Manager to oversee the commercial and cost management of Mechanical, Electrical, and Plumbing (MEP) works on a large-scale, high-specification facility project.

This role will support the delivery of a complex development environment and be responsible for ensuring effective cost control, procurement, contract administration, and financial reporting throughout the project lifecycle. The successful candidate will work closely with project teams, consultants, and contractors to deliver the best commercial outcomes while maintaining budget and project objectives.

 

Key Responsibilities

Cost Planning & Budget Management

  • Prepare, manage, and maintain project budgets, cost plans, and forecasts for MEP works.
  • Provide cost advice during design development to support informed project decisions.
  • Monitor project costs and ensure alignment between budget, scope, and project requirements.
  • Support value engineering initiatives and identify opportunities to improve cost efficiency.

Procurement & Tender Management

  • Lead procurement and tendering activities for MEP trade packages.
  • Prepare tender documentation, pricing schedules, and commercial evaluations.
  • Analyze tender submissions and provide recommendations for contractor selection.
  • Support negotiations and contract award processes.

Contract Administration

  • Manage contracts throughout the project lifecycle.
  • Assess and manage variations, change orders, and contractor claims.
  • Review contractor payment applications and support final account settlement.
  • Ensure compliance with contractual obligations and project governance requirements.

Cost Control & Reporting

  • Monitor project expenditure against approved budgets and forecasts.
  • Prepare regular cost reports, cash flow forecasts, and commercial updates.
  • Identify cost risks, trends, and opportunities and recommend mitigation measures.
  • Maintain accurate cost records and reporting documentation.

Stakeholder & Project Coordination

  • Work closely with project managers, consultants, contractors, and client representatives.
  • Participate in project meetings and provide commercial input on key project decisions.
  • Support coordination between design, procurement, and construction teams.
  • Build and maintain strong working relationships with project stakeholders.

Commercial Support for Building Services

  • Provide commercial oversight of major building services packages, including:
    • Air conditioning and ventilation systems
    • Electrical and backup power systems
    • Fire protection systems
    • Building management and monitoring systems
    • Technology and communication infrastructure
  • Review contractor proposals with a focus on cost efficiency and project requirements.
  • Degree in Quantity Surveying, Mechanical/Electrical Engineering, or related discipline
  • Professional membership (e.g. RICS, AIQS) is an advantageMinimum 5–10 years of experience in MEP cost management
  • Proven experience in:
    • High-tech / semiconductor / data centre / advanced manufacturing projects
    • Complex MEP systems and specialist subcontract packages
  • Background with international consultancies or major contractors preferred
  • Strong knowledge of MEP systems costing and commercial management
  • Experience with contract administration and procurement strategies
  • Proficient in Excel and cost management tools/software
  • Familiar with FIDIC or similar forms of contract
