Job Description

Responsibilities

JOB PURPOSE:

  • Responsible in providing the technical resource, to develop, maintain and report on project costing, budget and estimates using available resources.


PRINCIPAL ACCOUNTABILITIES:

  • Lead and review the development of project costing to provide a feasible number of meeting clients requirement.
  • Lead and review the preparation of Level 3 CAPEX, based on the scope of work outlined in the ITB document to meet Client's requirement.
  • Develop and manage the cost to support cost variance or cost impacts to the project with applicable qualification during execution phase to ensure MISC budget is protected.
  • Lead and communicate closely with the project cost control reports to ensure the resources (budget) are efficiently and effectively used, to prevent cost overrun by inculcating cost savings initiatives in all aspects of construction activities.
  • Lead cost database information, capturing all pertinent information relevant to cost to ensure easy access for future usage and reference.
  • Lead cost benchmarking and identifies competitiveness of pricing in industry terms, highlighting best in class pricing and subsequently showing areas for competitive pricing improvement.
  • Review the compensation table for vendor/subcontractors during MSQ/RFQ/ITB stage based on scope of work for easy comparison and verification.
  • Pursue the techno-commercial discussion and negotiation with major Subcontractors for cost optimization in order to maintain and control the project CAPEX.
  • Review and present the cost estimation notes and justification for CAPEX challenge session with committee members to ensure developed CAPEX meeting with the technical and project requirement.
  • Guide and motivate incumbent for better understanding in producing daily work and higher performance to achieve OBU's business objectives.


JOB REQUIREMENT:

  • Bachelor degree in Quantity Surveyor or in any engineering background.
  • Minimum 10 years' experience in Marine and Oil & Gas Offshore Operation Industry with at least 7 years' experience in cost estimate and cost control.
  • Proven estimating experience for major CAPEX contract. Experience with OPEX estimate is an advantage.
  • Broad or knowledge of concept, principles and practices in Floater Production Technology, Floater Operation and Maintenance, Floater handling and Floater Terminal Services.
  • Fundamental understanding the concept, principal and practice in the oil and gas rules/ regulation and conventions.
  • Fundamental understanding the Marine and Offshore commercial, budget controls and arrangement.
