Job Responsibilities:
Scope of Work / Job Description for Custom Clearance (Forwarding Department)
- Customs Documentation (Declarer)
- Review and verify shipping documents for completeness and accuracy.
- Prepare and submit customs declarations (e.g., K1, K2, K8, K9 forms) via the
National Single Window (uCustoms/Dagang Net).
- Ensure proper tariff classification (HS Code).
- Determine customs value in accordance with Malaysian Customs requirements.
- Customs Compliance
- Ensure compliance with:
- Customs Act 1967
- Customs Regulations
- Sales Tax Act 2018
- Service Tax Act 2018
- Strategic Trade Act (where applicable)
- Verify import and export restrictions, prohibitions, and licensing requirements.
- Obtain approvals or permits from relevant government agencies (OGA), such as:
- SIRIM
- MAQIS
- MITI
- Department of Environment (DOE)
- Ministry of Health (MOH)
- Department of Fisheries
- Department of Agriculture
- Duty and Tax Management
- Calculate customs duties, excise duties, sales tax, and other applicable
charges.
- Arrange payment of duties and taxes on behalf of the importer/exporter (if
authorized).
- Advise clients on available duty exemptions, free zones, bonded warehouses, or
preferential tariff schemes.
- Customs Clearance Process (Runner)
- Submit customs declarations electronically.
- Coordinate customs inspections and cargo examinations.
- Respond to customs queries and requests for additional information.
- Obtain customs release for cargo.
- Resolve customs clearance delays and discrepancies.
- Cargo Coordination
- Coordinate with:
- Shipping lines
- Airlines
- Port operators
- Freight forwarders
- Hauliers
- Warehouse operators
- Arrange delivery order collection.
- Coordinate container release and return.
- Regulatory Liaison
- Liaise with:
- Royal Malaysian Customs Department (JKDM)
- Port authorities
- Free Zone authorities
- Government agencies
- Inspection authorities
- Attend customs inspections when required.
- Record Keeping
- Maintain customs documentation and clearance records.
- Prepare duty payment records and customs reports.
- Ensure records are retained in accordance with Malaysian legal requirements.
- Advisory Services
- Advise on:
- HS Code classification
- Customs valuation
- Rules of Origin
- Free Trade Agreements (FTA)
- Import and export procedures
- Customs compliance and audit preparedness
Deliverables
A customs clearance service provider is typically expected to deliver:
- Approved customs declarations.
- Customs clearance and cargo release.
- Duty and tax assessment.
- Payment receipts (where applicable).
- Customs release documentation.
- Permit and approval records.
- Complete customs clearance report.
- Compliance documentation for audit purposes.
- Cargo survey or inspection by third parties.
- Vessel or aircraft agency services.
Job Requirements
Requirements:
- Diploma/Degree in Supply Chain/Logistics Management or equivalent background.
- 1-3 years’ experience in freight forwarding industry, preferably export department.
- Able to multitask and stay back if unable to complete jobs within working hours.
- Able to work as a team and follow team lead’s instructions.
- Able to monitor work status after working hours if required.
