Role Purpose

The Procurement Manager (Malaysia) is accountable for developing, governing, and continuously improving Exyte Malaysia's supplier and subcontractor network, ensuring reliable, competitive, compliant, and diverse supply chain capacity exists to support current and future business growth.

The role is responsible for developing and executing the country procurement strategy to support the Malaysian business and the successful delivery of construction projects. The role is accountable for establishing a reliable, competitive, compliant, and diverse supply chain of subcontractors, suppliers, manufacturers, and service providers capable of supporting current and future project needs.

A key accountability of the role is the development and governance of the Malaysian supply chain ecosystem, ensuring sufficient supplier depth, diversity, capacity, and market coverage across all major construction disciplines. The role also has responsibility for the governance and continuous improvement of the Ariba supplier database and leads two direct reports responsible for supplier onboarding, supplier qualification records, and supplier master data management.

The Procurement Manager works closely with Project Management, Commercial Project Management, Engineering, Construction, Finance, Legal, and regional procurement stakeholders to ensure procurement strategies support project cost, quality, schedule, compliance, and operational objectives. The role provides market intelligence, supply chain risk management, and sourcing leadership to support sustainable business growth in Malaysia.

The role leads procurement activities during the pre-contract/tender phase, including market intelligence, supplier identification, supplier qualification, tendering, negotiation. The role includes managing a resource pool of buyers and procurement administrators for placement within projects to assist project commercial leads with contract awards, purchasing coordination, logistics interface, supplier performance management, and supply chain risk mitigation.

Job Responsibilities

  • Country Procurement Strategy and Leadership
  • Develop and implement the Malaysia supply chain strategy aligned with business growth plans, project pipeline requirements, and procurement objectives.
  • Establish and maintain a robust and diverse network of subcontractors, suppliers, manufacturers, and service providers.
  • Identify supply chain gaps, capacity constraints, and sourcing risks across key construction disciplines.
  • Ensure adequate supplier coverage across civil, structural, architectural, mechanical, electrical, and specialist systems packages.
  • Supplier and Subcontractor Supply Chain Development
  • Establish and continuously develop a reliable, competitive, and diverse supply chain of subcontractors, suppliers, manufacturers, and service providers to support the Malaysian business.
  • Identify, qualify, and onboard suitable local, regional, and international supply chain partners for civil, structural, architectural, mechanical, electrical, specialist systems, and construction services.
  • Expand the approved vendor base to reduce overreliance on single suppliers or limited subcontractor pools.
  • Build supplier and subcontractor coverage across key categories, disciplines, locations, and project types.
  • Ariba Supplier Database Governance
  • Manage the governance, quality, and completeness of the Malaysia supplier and subcontractor database in Ariba.
  • Lead two direct reports responsible for supplier database administration, supplier record maintenance, document tracking, category coding, and supplier information updates.
  • Ensure supplier profiles in Ariba are accurate, current, properly classified, and supported by relevant qualification and compliance documentation.
  • Establish clear data ownership, update routines, quality checks, and reporting requirements for supplier information.
  • Develop and maintain supplier segmentation by trade, discipline, location, capability, project experience, risk profile, compliance status, and performance history.
  • Strategic Sourcing and Category Management
  • Lead country-wide sourcing initiatives for construction materials, equipment, subcontract packages, specialist services, and project-related procurement needs.
  • Develop sourcing strategies for key procurement categories, including civil, structural, architectural, mechanical, electrical, logistics, temporary works, specialist installations, and mission-critical project packages.
  • Develop annual supplier recruitment plans.
  • Conduct market mapping exercises to identify new suppliers and subcontractors.
  • Pre-Contract Procurement Management
  • Support pre-contract procurement activities for tender preparation and pre-construction planning through to the execution phase and handover to the project team.
  • Ensure timely procurement of critical civil, structural, architectural, mechanical, electrical, specialist, and long-lead items in the pre-contract phase.
  • Support procurement input into tender submissions, including supplier quotations, market pricing, lead-time assumptions, sourcing strategies, and risk allowances.
  • Contracting, Commercial Support, and Negotiation
  • Support project based procurement tendering and negotiation activities for key subcontractor and supplier packages.
  • Maintain alignment between procurement commitments, project budgets, contract requirements, and delivery obligations.

Experience And Skills

  • Bachelor’s degree in Supply Chain Management, Procurement, Engineering, Construction Management, Quantity Surveying, Business Administration, or a related discipline.
  • Minimum 10 years of procurement experience, preferably within construction, engineering, contracting, advanced technology facilities, data centers, industrial, pharmaceutical, semiconductor, or mission-critical project environments.
  • Minimum 5 years of leadership experience managing procurement teams or supplier management functions.
  • Demonstrated experience supporting large-scale construction projects and complex subcontractor or supplier packages.
  • Strong experience procuring civil, structural, architectural, mechanical, electrical, specialist systems, and construction services packages.
  • Strong understanding of engineering, procurement, and construction, design and build, or general contracting project environments.
