Key Requirements (Important)
- Minimum 5–7 years of HR experience, with at least 3 years in a managerial or supervisory role
- Bachelor's Degree or Professional Certificate in Human Resource Management, Business Administration, Psychology, or related field
- Strong knowledge of Malaysian Labour Law, Industrial Relations Act, Employment Act 1955, and EPF/SOCSO/EIS regulations
- Experience handling foreign worker management (work permits, renewals, hostel compliance)
- Proven track record in recruitment for manufacturing or engineering roles (technicians, engineers, production operators)
- Must be able to communicate & writing in Mandarin professionally

Key Responsibilities
Supplier Management & Cost Control
- Negotiate with external training providers, recruitment agencies, and HR software vendors to reduce operational costs by 10–15% annually
- Manage the HR budget (headcount, overtime, medical claims) and provide monthly variance reports to management
- Optimize foreign worker hostel and transportation costs through vendor renegotiation and compliance audits
- Oversee payroll processing and ensure cost-efficient benefits administration (insurance, allowances, attendance incentives)
Talent Acquisition & Workforce Planning
- Lead end-to-end recruitment for all levels (operators to engineers) to support new energy project expansion
- Partner with production and engineering heads to forecast manpower needs for peak manufacturing cycles
- Implement employer branding initiatives on MYFutureJobs, Jobstreet, and LinkedIn to attract green talent
- Manage onboarding, probation reviews, and offboarding processes
Industrial Relations & Compliance
- Handle domestic inquiries, disciplinary proceedings, and manage Domestic Inquiry (DI) cases when required
- Act as company representative for Industrial Court matters, Labour Department, and Immigration audits
- Ensure full compliance with OSHA 1994 (collaborating with Safety & Health Officer) for factory operations
- Maintain and update HR policies, employee handbooks, and code of conduct
Performance Management & Employee Engagement
- Lead annual performance appraisal cycle (KPI setting, mid-year review, year-end evaluation)
- Design and implement retention strategies for critical engineering and technical roles
- Organize quarterly town halls, employee recognition programs, and CSR activities to boost morale
- Conduct exit interviews and analyze attrition data to recommend improvements
Payroll, Benefits & HR Operations
- Oversee monthly payroll processing for 80–150 employees (wages, OT, allowances, statutory deductions)
- Manage HRIS system (e.g., SQL Payroll, Autocount, or Info-Tech) for leave, attendance, and claims
- Administer medical benefits, group insurance, and annual leave tracking

• HRIS & Payroll Software – SQL Payroll, Autocount, Info-Tech, or similar
• Microsoft Office – Excel (pivot tables for headcount reports), PowerPoint (HR presentations), Word (offer letters & policies)
• Labour Law Compliance Tools – e-CP8D, e-PCB, e-SSP, HRDF/HRD Corp portal
