Technology Manager, Risk & Architecture
Role Overview
We are seeking a Technology Manager to drive technology governance, regulatory readiness, and engineering oversight within a regulated financial services environment.
Approximately 70% of the role will focus on technology risk, governance, and programme management. The remaining focus will be on application architecture, technical leadership, and oversight of a small engineering team.
This is not a day-to-day coding role. However, the successful candidate should have previously designed, architected, or developed applications within banking, fintech, payments, securities, or another regulated financial institution.
Key Responsibilities
- Lead technology risk, IT governance, and regulatory-readiness initiatives.
- Support alignment with MAS Technology Risk Management Guidelines.
- Manage technology risk registers, policies, controls, remediation plans, and audit evidence.
- Translate regulatory requirements into practical technical deliverables.
- Coordinate technology-related audits, reviews, and regulatory submissions.
- Lead a small engineering team and provide architectural direction.
- Review application, cloud, integration, database, and infrastructure designs.
- Oversee secure SDLC, access controls, change management, monitoring, incident management, and operational resilience.
- Guide technical remediation and ensure controls are properly implemented.
- Work closely with the CIO, CEO, Compliance, Engineering, auditors, and external vendors.
Requirements
- At least 5 years of experience across technology risk, IT governance, application architecture, software engineering, or technology transformation.
- Previous experience architecting or developing applications within a regulated financial services environment.
- Strong understanding of MAS TRM requirements and technology controls.
- Experience leading engineers or technical delivery teams.
- Ability to review and challenge application architecture and engineering solutions.
- Strong programme management, stakeholder management, and documentation skills.
- Experience with cloud environments, APIs, databases, IAM, CI/CD, monitoring, and production systems.
Preferred Experience
- Experience supporting a MAS licence application or regulatory review.
- Exposure to payments, securities, trading, fintech, or digital assets.
- Familiarity with Java/Spring Boot and AWS environments.
- Relevant certifications such as CISA, CRISC, CISSP, ITIL, or AWS.
