About OMP
OMP is MinLaw's enterprise digital services platform — a common portal and integration hub spanning multiple divisions and case management systems across the Ministry. It gives Members of Public a unified way to access MinLaw services, submit applications, manage appointments, receive notifications, track enquiries, and interact with divisional systems through one platform.

Built primarily on the OutSystems low-code platform, with a cloud-native architecture hosted on Government on Commercial Cloud (GCC), integrating with multiple downstream systems.

What you'll do

  • Own and manage the OMP product roadmap and backlog
  • Translate stakeholder and regulatory requirements into a prioritised, executable roadmap
  • Lead the cross-functional Scrum team through planning, delivery, and release governance
  • Remove operational blockers and align product scope with business goals
  • Escalate technical blockers to the Solution Architect, owning the resulting timeline and communication impact
  • Track cross-team and cross-division dependencies, surfacing delivery risks

What you'll bring

  • Scrum certification, with 7+ years leading digital transformation programmes and cross-functional Scrum teams in an Agile delivery environment
  • Experience delivering government or public sector digital products, ideally within the GovTech tech stack
  • Experience with OutSystems-based (or other low-code) delivery, including integration of external systems, APIs, authentication services, document management, and workflow capabilities
  • Experience supporting mission-critical systems in a maintenance and enhancement environment, including legacy tech
  • Solid grounding in DevSecOps, CI/CD, automated testing, APIs, microservices, and event-driven integrations
  • Working knowledge of security, authentication, authorization, and compliance requirements
  • Familiarity with AWS/GCC cloud environments, containerisation, and serverless services
  • Strong stakeholder management skills — comfortable working across business users, product owners, vendors, and technical teams
  • A plus: experience with case management, appointments, notifications, document management, reporting, or payments integration systems
