Job Description

Responsibilities

Job Responsibilities:

  • Lead and oversee compliance activities across operational and project functions, ensuring all activities, documentation, and deliverables comply with applicable industry standards, regulatory requirements, client specifications, and company policies.
  • Review, verify, and approve operational reports, technical documentation, and project deliverables to ensure accuracy, completeness, traceability, and compliance before submission to clients and relevant authorities.
  • Develop, implement, maintain, and continuously improve the Quality Management System (QMS) in accordance with ISO 9001 requirements, classification society standards, and applicable industry best practices.
  • Develop, review, and maintain project-specific compliance documentation, including Project Quality Plans (PQP), Inspection and Test Plans (ITP), procedures, work instructions, and compliance matrices to meet project and client requirements.
  • Monitor regulatory and contractual compliance requirements and provide guidance to project teams to ensure alignment with applicable laws, standards, certification requirements, and client expectations.
  • Manage and lead the Non-Conformance Management process, including investigation of non-conformities, conducting Root Cause Analysis (RCA), developing Corrective and Preventive Actions (CAPA), and ensuring effective implementation and closure.
  • Collaborate with QHSE, Engineering, and Operations teams to identify compliance risks and support the development and implementation of risk assessments, including HIRARC, JSA, JHA, and other relevant safety and quality documentation.
  • Plan, coordinate, and lead internal, external, client, supplier, and certification audits, ensuring audit readiness, effective audit execution, timely response, and closure of audit findings.
  • Manage company certifications, licenses, registrations, and memberships with relevant classification societies, regulatory bodies, and industry organizations, including application, renewal, and compliance monitoring.
  • Establish and maintain compliance monitoring systems, including document control, inspection records, equipment certification, calibration tracking, and compliance registers to ensure continuous audit readiness.
  • Provide technical compliance support and guidance to project teams, operations personnel, and management on quality requirements, regulatory obligations, and industry standards.
  • Develop and deliver compliance awareness, quality training, and competency assessments for employees, inspection personnel, contractors, and freelancers to ensure adherence to company requirements.
  • Support business development, tender submissions, and client engagements by providing compliance input, technical documentation, certifications, and quality assurance information.

Job Requirements:

  • Bachelor’s Degree in Engineering, Quality Management, Compliance, or a related technical discipline from a recognized institution.
  • Minimum 5–8 years of relevant experience in compliance, quality assurance, quality control, engineering, or project execution within the oil & gas, marine, offshore, fabrication, inspection, or industrial sectors.
  • Strong knowledge and hands-on experience in Quality Management Systems (QMS), including ISO 9001 requirements, document control, audit management, and continuous improvement processes.
  • Proven experience in developing and managing compliance documentation, including Project Quality Plans (PQP), Inspection and Test Plans (ITP), procedures, work instructions, and technical reports.
  • Strong experience in audit management, including planning, coordinating, and supporting internal, external, client, supplier, and certification audits.
  • Experience in Non-Conformance Management, including Root Cause Analysis (RCA), Corrective and Preventive Actions (CAPA), and effective closure of compliance issues.
  • Good understanding of regulatory requirements, industry standards, classification society requirements, and client specifications relevant to engineering and operational activities.
  • Strong analytical, problem-solving, and risk assessment skills with the ability to identify compliance gaps and implement effective corrective actions.
  • Excellent communication, coordination, and stakeholder management skills, with the ability to work effectively with clients, management, project teams, and external authorities.
  • Relevant professional certifications are an advantage, such as ISO 9001 Internal Auditor/Lead Auditor, QHSE certifications, or technical inspection-related qualifications.

Pay: RM7,000.00 - RM7,500.00 per month
