Department: Management
Employment Type: Full-Time, Permanent

Work Location: Johor Bahru, Malaysia (supporting operation in Singapore)

Working Hours: 5 days per week, Monday to Friday

Salary Range: RM8,000 – 10,000

Job Scope

Job Purpose

The HR Manager oversee and manage all human resource functions for local and foreign staff, ensure compliance with Singapore laws and internal policies, and support smooth daily operations of the group of company

This role is based in Gelang Patah, Johor Bahru, providing HR and operational management to the Company’s operation in Singapore.

Key Responsibilities

1. Staff Management

  • Manage full HR lifecycle for local and foreign employees, from onboarding to exit.
  • Maintain up to date employee records, personal files, contracts, and job descriptions.
  • Implement and maintain HR policies, regulations, SOPs, and HR manuals
  • Handle staff performance management, performance reviews, and appraisal records
  • Monitor staff discipline and attendance and follow up on breaches of policies

2. Payroll, CPF and Overtime

  • Verify monthly timesheets, overtime records, and allowances
  • Check and approve salary computation before submission to the Managing Director for final approval and payment
  • Prepare and submit CPF contributions accurately and on time
  • Ensure payroll, CPF, and overtime comply with Singapore laws and company policies

3. Compliance, Training and Licensing

  • Plan and arrange training and courses for workers to meet regulatory and operational licence requirements.
  • Track expiry dates for licences, permits, and mandatory courses and ensure timely renewal.
  • Maintain training records and ensure employees attend required courses.
  • Keep updated on changes in MOM, CPF, and other HR related regulations and update internal SOPs

4. Recruitment and Work Pass Management

  • Plan, source, and recruit local and foreign staff based on manpower needs.
  • Prepare job advertisements, screen applications, and shortlist candidates.
  • Conduct interviews for new hires and for salary adjustments.
  • Coordinate job offers, employment contracts, and onboarding.
  • Handle work pass applications, renewals, cancellations, and related matters with MOM for foreign workers.

5. Dormitory and Foreign Worker Management

  • Oversee dormitory arrangements and accommodation for foreign workers.
  • Ensure housing conditions comply with statutory and company requirements.
  • Maintain records of room allocation, movement, and house rules.
  • Handle dormitory related issues, disputes, and incidents.

6. HR Documentation and Records

  • Maintain proper documentation for leave records, medical certificate records, warning letters, termination letters
  • Incident reports and investigation notes
  • Prepare and issue warning and notice letters where required.
  • Ensure HR documentation is accurate, complete, and well filed for audit and reference

7. Performance, Salary Review and Engagement

  • Conduct or support interviews and discussions on salary review and adjustment.
  • Prepare proposals for salary revision, promotion, and re-designation for management approval.
  • Maintain staff performance records and support performance improvement plans.
  • Plan and execute staff engagement activities to support morale and retention

8. Staff Welfare and Events

  • Plan staff welfare initiatives, such as birthday recognition and simple celebrations.
  • Coordinate yearly staff events, such as year-end gatherings or appreciation functions.
  • Work with management to propose welfare policies aligned with company budget.

9. Recruitment, Sourcing and Employer Branding

  • Source candidates through job portal, agencies, referrals and other channels
  • Liaise with recruitment agencies for both local and foreign hires
  • Maintain a basic talent pipeline for key operational roles

10. Deployment

Working hand in hand with the operation team for daily deployment etc., arranging manpower replacement and informing clients on date-to-date

11. General HR Administration

  • Respond to staff queries on HR policies, benefits and procedures
  • Prepare HR reports for management, such as headcount, turnover and overtime statistics
  • Support any other HR related duties as assigned

Requirements

  • Diploma or Degree in Human Resource Management, Business, or related field.
  • At least 5 years HR experience, with exposure to both local and foreign worker management.
  • Strong knowledge of Singapore Employment Act, CPF regulations, and MOM work pass requirements.
  • Experience in payroll checking, overtime verification, and CPF submission.
  • Experience handling dormitory or foreign worker housing is an advantage.
  • Proficient in HR administration and documentation.
  • Strong interpersonal and communication skills and able to work with staff at all levels.
  • High level of integrity, attention to detail, and strong sense of responsibility.

Pay: RM8,000.00 - RM10,000.00 per month
