Responsibilities

EXECUTIVE, INDUSTRIAL COLLABORATION PROGRAM (ICP)


The core responsibility is liaising with government agencies, industry players, universities, and suppliers to ensure that ICP/equivalent initiatives align with national development goals and contribute effectively to the local sectoral industry players through the Economic Enhancement Programme (EEP).


Job Scope:

1-     Oversee ICP projects planning, implementation, and completion in coordination with project leads.

2-     Ensuring that ICP projects achieve their intended outcomes, follow assigned timelines, and maintain full and complete documentation for audit purposes.

3-     Monitor ICP project progress, track timelines, and follow up on project-related tasks and milestones.

4-     Monitor and liaise between the company and key stakeholders for the deliverables under the Industrial Collaboration Programs (ICP) or equivalent initiatives.

5-     Lead & facilitate cross-functional collaboration with internal stakeholders is essential for successful ICP projects delivery and to ensure seamless ICP projects execution.

6-     Collaborate with legal counterparts to prepare and finalize contracts for agreed ICP projects.

7-     Provide regular updates to internal and external stakeholders, including the TDA, addressing any arising concerns.

8-     Ensure all ICP projects changes receive internal and external approvals and are properly documented.

9-     Evaluate ICP projects performance and identify process improvements to enhance delivery.

10-  Develop and manage dynamic offset/ICP/protégé program plans that align with Malaysia's technological needs and market demands.

11-  Collaborate with TDA, GLCs, government entities, and other stakeholders to ensure activities align with national strategies.

12-  Create and maintain Requirement Documents providing clear guidelines for suppliers proposing ICP/equivalent programs.

13-  Evaluate proposed offset programs based on compliance, alternatives, and risk assessments.

14-  Gather stakeholder engagement and rationalize inputs from industry players to identify current technology development needs.

15-  Prepare regular reports on ICP/equivalent program performance, highlighting achievements, challenges, and recommendations for improvement.

16-  Conduct market analysis to identify opportunities for job creation, local industry development, and technology transfer.


Requirements:

1-     Strong project management skills with the ability to oversee complex projects.

2-     Excellent analytical skills with the ability to effectively analyse data.

3-     Strong problem-solving skills to identify issues and implement solutions.

4-     Experience in handling ICP Projects and managing complex projects from initiation to completion in Defence industry are highly recommended

5-     Willingness to travel within the country.

6-     A degree holder in a relevant discipline, preferably in business administration, or a related field.

7-     Proficiency in project management software, Microsoft Word, Excel, and PowerPoint.
