What this job involves

The Assistant Property Manager supports the Facilities Manager in delivering Integrated Facilities Management (IFM) contract deliverables across assigned sites in Singapore. You'll serve as a key point of contact with clients and stakeholders, ensuring JLL teams and service partners deliver facilities management and workplace services to the highest standards. Your focus will be on maintaining safe, code-compliant, functional, and energy-efficient facilities and site infrastructure.

You'll lead the onsite team while supporting budget management for Capex and Opex within approved allocations, providing monthly updates and year-end projections to the Facilities Manager. The role requires preparing, collating, and submitting facilities, financial, and project reports at required frequencies.

Working closely with various stakeholders and vendors, you'll manage ad hoc projects according to client specifications and timelines, applying strong competencies in facilities management, engineering, project management, tender evaluation, and project reporting.

What your day-to-day will look like

Facilities Management Leadership

You'll champion a "Safety First" culture across sites, improving safety performance by raising awareness and influencing staff and partner safety behaviours. Providing leadership and guidance to your team, you'll ensure delivery of high client service standards while maintaining strong focus on EHS compliance, SLA and KPI achievement, satisfaction survey results, and scope of work requirements for both JLL staff and vendor partners.

As the liaison for all facilities services—including janitorial, lab services, landscape, security, waste management, space planning, and project development—you'll ensure compliance with government and statutory licenses, monitor PM planners to confirm timely completion, and strictly enforce safety, environmental, and client standards. You'll also ensure compliance with portfolio-wide initiatives and relevant local, state, and federal regulations.

Client Engagement and Reporting

You'll prepare, collate, and submit facilities and financial reports while organizing, coordinating, and chairing client meetings and business reviews. Promoting sustainability initiatives, you'll propose and participate in recycling, energy reduction, and waste management programs. You'll ensure M&E system uptime and smooth operations while responding to site incidents and emergencies as required. Managing the FSM system, you'll serve as ERT-trained support and act as SIC for the building when needed.

Project Management

Attending project tender show rounds to understand requirements and expectations, you'll define project work requirements and scope of work, then liaise with vendors to obtain quotations based on tender specifications. You'll evaluate vendor quotations, consolidate information, and prepare formal quotations for client submission.

Following project awards, you'll coordinate vendors and clients to ensure safe, timely completion within budget and specifications. Conducting project meetings, you'll provide progressive updates to clients and stakeholders, submit project progress and completion reports, and process project claims and invoicing.

Team and Financial Management

You'll establish site-level goals in conjunction with leadership and cascade objectives to your team through Workday. Maintaining an effective succession plan and completing performance reviews by required deadlines, you'll engage in ongoing performance management for all direct reports. You'll effectively manage site operating expenses to meet or exceed savings targets, develop annual operating budgets, provide monthly variance analysis, and submit periodic forecasts. Supporting JLL's Sourcing Team on initiatives and supplier transitions, you'll ensure all financial processes follow JLL and client competitive bid requirements, including PO issuance and work receipting.

Innovation and Best Practices

You'll actively identify, develop, and document best practices and innovations that increase JLL's value to the client, applying and supporting JLL technology and corporate programs.

Required qualifications

  • Degree in Engineering discipline or equivalent
  • Minimum 5 years of relevant facilities management experience with demonstrated judgment
  • Experience in account operations and management
  • Technical knowledge in facilities management, project management, and tender RFP processes
  • Knowledge of statutory requirements

Preferred qualifications

  • Site Incident Controller certification accredited by SCDF
  • Occupational First Aid (OFA) certification
  • Knowledge of energy reduction and sustainability programs
  • Strong customer service and interpersonal skills with problem-solving ability
  • Proficiency in Microsoft Office, MS Project, PowerPoint, and Excel
  • Understanding of facilities operations and housekeeping management
  • Knowledge of standard business and accounting practices with Excel data analysis capability
  • Self-motivated, flexible, responsible, and able to work under pressure
