SUMMARY OF THE ROLE

As an Assistant Manager/Manager in the Agency Services Division (ASD), you will drive and deliver transformation initiatives to improve public enquiry management and service delivery across healthcare schemes. You will work with teams to understand operational workflows and implement technology-enabled and business solutions (e.g. workflow automation, AI-enabled channels) to optimise processes and support future-ready operations. This role requires a candidate with a strong transformation mindset — someone who is able to translate business needs into practical solutions, has hands-on experience with digital tools and automation, and can engage confidently with IT vendors to deliver effective outcomes.


Job Responsibilities:

Service Transformation and Project Delivery

  • Work with teams to understand operational workflows and requirements.
  • Design and implement technology-enabled and business solutions (e.g. workflow automation, AI-enabled channels, process enhancements) to improve efficiency and service delivery.
  • Lead and deliver transformation initiatives from requirements gathering through implementation and post-implementation review.
  • Apply project management methodologies to scope, plan and execute initiatives that enhance service delivery and operational resilience.


Business-Technology Enablement

  • Translate business and operational needs into clear functional requirements for workflow automation and process improvements.
  • Work closely with IT/technical teams to co-develop and implement solutions.
  • Engage effectively with IT/technical teams on solution design, feasibility assessments, and delivery timelines, with a sound working understanding of technical concepts.
  • Coordinate across internal stakeholders (operations, policy, IT, procurement) to drive alignment and timely delivery of system and initiatives.


Continuous Improvement & Solution Enhancement

  • Stay updated on tools and technologies relevant to workflow automation and service delivery (e.g. AI, automation platforms).
  • Identify opportunities to optimise operations and enhance scalability and resilience.
  • Apply a problem-solving and experimentation mindset, including hands-on use of digital tools to develop or support simple automation solutions.
  • Support adoption of new tools and workflow to ensure effective implementation within operational teams.


Ad-Hoc Assignments

  • Manage secretariat duties for team, divisional and external meetings, ensuring efficient communication and documentation of key decisions.
  • Contribute to division-wide initiatives and committees (e.g. champion teams or internal workgroups) to support exploration and adoption of tools, process improvements, or new ways of working.
  • Handle ad-hoc assignments and other responsibilities as needed.



Job Requirements:

Educational Requirements:

Bachelor’s degree in Business, Information Systems, Engineering, or related disciplines. Candidates with other degrees may be considered if they have strong relevant experience in transformation initiatives, workflow automation, or technology-enabled projects.


Key Qualities:

  • Strong problem-solving and structured thinking skills, with ability to break down operational issues and identify practical solutions.
  • Ability to translate business needs into workflow logic and automation solutions.
  • Comfortable working with digital tools and automation platforms, with ability to develop or configure simple workflow solutions.
  • Able to engage and communicate effectively with IT vendors and technical teams, with a working understanding of technical concepts.
  • Demonstrated ability to effectively manage projects and deliver outcomes in a dynamic environment.
  • Proactive and resourceful, with a willingness to experiment with tools and approaches to solve problems.
  • Strong stakeholder management skills, with ability to work across business and operational teams.
  • Ability to multi-task and deliver within timelines.


Years of Experience Required:

  • Candidates should have hands-on involvement in implementing digital or automation solutions, or experience working with technical or vendor teams for at least 3 years. Previous experience in Government or Healthcare sector will be advantageous.
