Job Description

Responsibilities

We are seeking an experienced and strategic partner closely with business leaders to develop talent, strengthen leadership capabilities, optimize workforce planning, and leverage HR analytics to support strategic decision-making. The ideal candidate is a strong people leader with a strategic mindset, excellent facilitation skills, and the ability to translate business needs into impactful people and organizational development initiatives.


Strategic People & Organization Development

  • Partner with senior leaders and functional heads to develop and implement people strategies aligned with business objectives and semiconductor industry requirements.
  • Drive a culture of continuous learning, innovation, operational excellence, and employee engagement across the organization.
  • Identify current and future workforce capability requirements to support business growth, technology advancement, and operational transformation.
  • Develop workforce development strategies that strengthen organizational capabilities, leadership pipeline, and succession planning.
  • Support organizational effectiveness, change management, and talent development initiatives.

Learning & Development

  • Lead the company's Learning & Development strategy, roadmap, and annual training plans.
  • Conduct organizational and technical training needs analyses for engineering, manufacturing, operations, quality, maintenance, and support functions.
  • Design, develop, and facilitate leadership, supervisory, technical, and behavioral training programs using adult learning methodologies.
  • Conduct stand-up training, workshops, leadership programs, and learning interventions for employees at all levels.
  • Oversee onboarding and integration programs for new hires to accelerate productivity and strengthen employee experience.
  • Drive capability-building initiatives supporting Industry 4.0, automation, digitalization, problem-solving, continuous improvement, and manufacturing excellence.
  • Manage Learning Management Systems (LMS), digital learning platforms, competency frameworks, and training records.
  • Ensure compliance with customer, quality, regulatory, and audit-related training requirements.

Payroll & Compensation Benefits

  • Lead payroll operations to ensure timely, accurate, and compliant payroll processing for all employees.
  • Oversee compensation and benefits programs, including salary reviews, incentive schemes, benchmarking, benefits administration, and reward initiatives.
  • Ensure full compliance with local employment regulations, company policies, tax requirements, and governance standards.

HR Analytics & Workforce Insights

  • Lead HR data management, reporting, workforce analytics, and KPI tracking.
  • Develop and manage dashboards covering workforce demographics, attrition, training effectiveness, productivity, engagement, compensation, and talent metrics.
  • Analyze workforce trends and provide actionable insights to support strategic workforce planning and business decisions.
  • Drive data integrity and continuous enhancement of HR systems, reporting processes, and analytics capabilities.

Government Relations & Workforce Development

  • Establish and maintain partnerships with government agencies, training institutions, industry associations, and workforce development organizations.
  • Leverage grants, workforce funding, and skills development initiatives to support employee development and organizational capability-building.
  • Support national workforce transformation and upskilling initiatives relevant to advanced manufacturing and semiconductor industries.

Requirements

Education

  • Bachelor's or Master's degree in human resource management, Organizational Development, Psychology, Business Administration, Engineering, or related discipline.
  • ACTA, ACLP, or equivalent adult learning certification preferred.

Work Experience

  • Minimum 10 years of relevant HR experience, including Learning & Development, Payroll, Compensation & Benefits, and HR Analytics.
  • At least 5 years of people management experience.
  • Proven track record in designing and facilitating leadership, technical, supervisory, and organizational development programs.
  • Experience managing Learning Management Systems, preferably SAP SuccessFactors Learning.
  • Prior experience within semiconductor, wafer fabrication, advanced manufacturing, electronics, or technology industries is highly preferred.
  • Experience working in a fast-paced manufacturing environment with shift operations and technical workforce populations.
