Job Description

Responsibilities

This role resides under Marine Services (the Integrated Marine Services arm of MISC Group).


THE JOB

Provide analytical, coordination, and governance support in the areas of HR strategy, manpower planning, job management, organisation structure, HR analytics, learning and development, and HR governance.


The role is responsible for analysing workforce data, preparing management reports, supporting manpower planning and budgeting exercises, coordinating job description and job evaluation activities, and providing insights to support strategic HR decision-making and organisational effectiveness.


HR Strategy, Planning and Analytics

  • Support the development, implementation, and monitoring of HR strategic plans, initiatives, and transformation programmes in alignment with business priorities and organisational objectives.
  • Conduct research, data analysis, and workforce studies to provide insights and recommendations on HR trends, manpower requirements, organisational effectiveness, and people-related risks.
  • Prepare HR dashboards, scorecards, reports, and management papers to support decision-making by HR Management, Business Units, and relevant governance committees.
  • Analyse workforce data including headcount, attrition, demographics, manpower movement, vacancies, cost, capability gaps, and productivity indicators to support strategic workforce planning.
  • Monitor progress of HR strategic initiatives and ensure timely reporting of milestones, deliverables, risks, and improvement actions.

Workforce Planning and Manpower Analysis

  • Support the annual manpower planning and budgeting cycle by consolidating, analysing, and validating manpower requirements submitted by Business Units through HR Business Partners.
  • Review and analyse approved headcount, vacancies, replacement positions, new positions, and redeployment requirements to ensure alignment with approved organisation structure and budget.
  • Support the preparation of manpower reports and submissions for management review and approval.

Job Management and Organisation Structure Support

  • Support the development, review, and maintenance of Job Descriptions to ensure clarity of job purpose, key accountabilities, reporting relationships, decision-making authority, and competency requirements.
  • Assist in the preparation of job analysis that requires discussions with relevant stakeholders to understand role requirements, job scope, complexity, accountability, and key interfaces.
  • Coordinate and support Job Evaluation exercises by reviewing job documentation, preparing evaluation materials, and maintaining records of evaluation outcomes.
  • Maintain updated organisation charts, job databases, position registers, and establishment records to ensure accuracy and consistency across the organisation.
  • Support organisation structure review exercises by preparing analysis on span of control, reporting lines, role duplication, manpower gaps, and structural alignment.
  • Assist in ensuring that organisation structure changes, job documentation, and position information are properly governed and aligned with approved frameworks.


HR Governance, Policies and Process Improvement

  • Support the review, enhancement, and documentation of HR policies, procedures, guidelines, frameworks, and standard operating procedures.
  • Assist in the benchmarking exercise, internal reviews, and gap analysis to support continuous improvement of HR practices and governance standards.
  • Ensure HR data, reports, documents, and records are maintained accurately and in accordance with internal governance, audit, and compliance requirements.
  • Assist in preparing HR performance reports, presentations, and papers for Head HR, MISC Marine Management, Group HR MISC Berhad or other relevant approval platforms.
  • Identify process gaps and recommend improvements to strengthen efficiency, consistency, control, and governance within HR processes.


Stakeholder Management and Advisory Support

  • Work closely with HR Business Partners, Business Units and Finance to obtain, validate, and analyse HR-related information.
  • Provide analytical support and practical recommendations to stakeholders on manpower planning, job documentation, organisation structure, and HR governance matters.
  • Coordinate discussions with stakeholders to clarify data requirements, job information, manpower assumptions, and reporting expectations.
  • Act as a reliable HR support resource for data analysis, reporting, documentation, and governance-related matters.
  • Support the coordination of HR initiatives that require cross-functional input and alignment.

Reporting, Documentation and Continuous Improvement

  • Assist in preparing HR performance reports and dashboards, presentations, and papers for Head HR, MISC Marine Management, Group HR MISC Berhad.
  • Maintain proper documentation and audit trails for manpower planning, job evaluation, job description review, organisation structure changes, and HR initiatives.
  • Continuously improve reporting templates, data collection methods, and analytical tools to enhance the quality of insights and decision-making.
  • Support the digitalisation and automation of HR reporting and analytics processes where applicable.
  • Ensure all HR information handled is treated with confidentiality, accuracy, and professionalism.


THE PERSON

  • Minimum eight (8) years of relevant HR experience, preferably in HR strategy, HR analytics, manpower planning, organisation development, job management, learning and development, or HR governance.
  • Experience in preparing management reports, analysing workforce data, supporting organisation structure reviews, and coordinating HR planning exercises.
  • Exposure to job description development, job evaluation process, manpower budgeting, HR dashboards, policy review, and process improvement initiatives would be an added advantage.
  • Experience in a large organisation, GLC, multinational company, or matrix environment would be an added advantage.
  • Bachelor’s Degree in Human Resource Management, Business Administration, Psychology, Economics, Statistics, Data Analytics, or any related discipline.
  • Professional certification in HR, analytics, job evaluation, organisation development, or project management would be an added advantage.
