Job Summary
The Manager, Project Management is responsible for leading and managing the end-to-end development lifecycle of assigned property development projects, from pre-development planning through vacant possession (VP) and defects liability period (DLP). The incumbent will ensure projects are delivered on schedule, within budget, compliant with statutory requirements, and aligned with the organization's quality, safety, and business objectives. This role requires close coordination with consultants, contractors, authorities, and internal stakeholders to achieve successful project delivery.
Job Description
Lead project planning activities from the pre-development stage through construction commencement, including project timelines, development strategies, budgets, and key milestones.
Manage and coordinate consultants, including architects, engineers, quantity surveyors, planners, and other specialists, to ensure designs are practical, cost-effective, compliant, and aligned with project objectives
Coordinate, monitor, and expedite all statutory submissions and approvals with relevant authorities to ensure timely project commencement and compliance with regulatory requirements
Review development budgets, cost plans, and project financial performance while driving value engineering initiatives to optimize cost without compromising quality, safety, or functionality
Lead tender planning, procurement coordination, consultant and contractor appointments, and contract administration activities to ensure project readiness for construction
Monitor project progress, identify risks and issues, and implement corrective actions to ensure projects remain on schedule and within budget
Coordinate effectively with contractors, consultants, authorities, and key stakeholders to resolve project-related matters and achieve project objectives
Manage Vacant Possession (VP) and handover processes, ensuring completion of statutory requirements, documentation, certifications, and operational readiness
Oversee defects management and rectification works during the Defects Liability Period (DLP), ensuring timely resolution of purchasers’ complaints and contractor obligations
Collaborate closely with Construction, Sales, Marketing, Property Management, Customer Service, Legal, and Finance teams to ensure seamless project delivery before and after VP
Job Requirement
Bachelor's Degree in Engineering, Construction Management, Architecture, Project Management, Property Development, or a related discipline. A Master's Degree or professional certification such as PMP, PRINCE2, or equivalent will be an added advantage
Minimum eight (8) years of experience in project management within property development, construction, or real estate development, including at least two (2) years in a managerial capacity leading consultants and cross-functional teams
Strong knowledge of project management, contract administration, budgeting, cost control, and value engineering principles
Good understanding of statutory approval processes, regulatory requirements, and industry standards relating to property development
Excellent leadership, stakeholder management, communication, negotiation, and problem-solving skills
Ability to manage multiple projects simultaneously and work effectively with consultants, contractors, authorities, and senior stakeholders
Knowledge of quality management systems, environmental management practices, and applicable legal requirements
