Job Description

Responsibilities

This role resides under MISC Marine (the Integrated Marine Services arm of MISC Group).


Key Accountabilities

1. Quality Management System (QMS) Administration

  • Coordinate the day-to-day implementation of the Technical Services Quality Management System (QMS) in accordance with approved procedures, Company requirements, and applicable quality standards.
  • Maintain the documented management system to ensure procedures remain current, controlled, practical, and effectively implemented across Technical Services.
  • Support implementation of Quality Management System initiatives established by the Manager.
  • Promote awareness and facilitate consistent application of approved quality management practices throughout Technical Services.


2. Department Manual, Procedures & Management System Documentation

  • Maintain the Technical Services Department Manual, procedures, work instructions, templates, forms, process maps, guidelines, and associated management system documentation.
  • Coordinate periodic reviews and updates of quality documentation with Engineering, Project Teams, and relevant stakeholders.
  • Review proposed procedure revisions and consolidate stakeholder feedback prior to Manager approval.
  • Maintain document revision history and ensure controlled distribution of approved management system documentation.
  • Support development of new procedures, templates, workflows, and quality documentation to improve departmental governance.


3. Internal Audit, Compliance & Non-Conformance Management

  • Perform internal quality audits and process compliance reviews in accordance with approved audit program and established Quality Management System requirements.
  • Coordinate audit activities, prepare audit reports, document findings, and communicate observations to relevant stakeholders.
  • Maintain the Non-Conformance Register and monitor corrective and preventive actions (CAPA) until satisfactory closure.
  • Monitor compliance with approved procedures, quality requirements, and departmental governance processes.
  • Escalate significant non-conformities, recurring findings, or process weaknesses to the Manager together with recommended corrective actions.


4. Engineering Standards & Technical Governance Documentation

  • Maintain the Technical Services Engineering Standards Library, ensuring technical standards, design guidelines, engineering procedures, and related governance documents remain current and properly controlled.
  • Coordinate periodic reviews of engineering standards with Engineering & Design and other Technical Services functions.
  • Maintain revision records, document history, and supporting references for engineering governance documentation.
  • Support implementation of approved engineering standards and governance documentation across Technical Services.


5. Knowledge Management & Organizational Learning

  • Maintain the Technical Services Knowledge Repository, including lessons learnt, best practices, standard templates, governance documents, and process references.
  • Coordinate collection and documentation of lessons learnt arising from audits, projects, management reviews, and continual improvement initiatives.
  • Promote knowledge sharing and standardization across Technical Services.
  • Maintain quality-related reference materials to support organizational learning and capability development.


6. Quality Performance Monitoring & Reporting

  • Prepare Quality Management System performance reports, audit summaries, compliance reports, non-conformance status reports, and other quality performance indicators.
  • Monitor quality trends, recurring findings, process effectiveness, and improvement opportunities.
  • Support management reviews by providing timely and accurate quality performance information.
  • Maintain audit registers, compliance records, quality metrics, and supporting management reports.


7. Stakeholder Coordination & Quality Support

  • Serve as the operational focal point for Quality Management System implementation within Technical Services.
  • Provide guidance to Technical Services personnel on quality procedures, documented
  • management systems, audit requirements, and governance documentation.
  • Coordinate with Corporate HSSE, Group Internal Audit, Compliance and other stakeholders on Quality Management System, audit, and governance matters.
  • Support Project Teams in resolving quality documentation and process-related issues while promoting practical and consistent implementation of approved procedures.
  • Coordinate periodic review of standard templates, forms, checklists and governance tools to ensure consistency across Technical Services.


8. Governance Support & Continuous Improvement

  • Support continual improvement of the Technical Services Quality Management System by identifying opportunities to improve procedures, workflows, templates, audit practices, and governance documentation.
  • Participate in quality improvement initiatives arising from audit findings, lessons learnt,
  • management reviews, and organizational feedback.
  • Ensure quality records remain complete, accurate, and readily available to support audits, management reviews, and certification activities.
  • Perform other quality management responsibilities assigned by the Manager.


Job Requirements

Education

  • Bachelor's Degree in Engineering, Quality Management, or other relevant technical disciplines.
  • Internal Auditor or ISO 9001 certification would be an added advantage.


Experience

  • Ideal: Minimum 3 years' experience in Quality Management Systems, Internal Auditing, Engineering Documentation, Process Improvement, Project Quality Assurance, or related engineering or maritime environments.
  • Experience in maintaining Quality Management Systems, coordinating internal audits, managing documented management systems, and supporting continual improvement initiatives.
  • Familiarity with ISO 9001 Quality Management Systems and engineering or project governance practices would be an added advantage.
