This role resides under MISC Marine (the Integrated Marine Services arm of MISC Group).

Key Accountabilities

1. SUPERVISION, CONSTRUCTION, TEST AND TRIALS MANAGEMENT

• Lead, plan and review technical specifications, shipbuilding contract and other project documents and perform drawing approval, etc. on E&I/DP aspects of the newbuilding projects to continuously optimize shipboard operational efficiently and safety, compliance to all legislation and fully meeting Company’s standards and quality on vessel’s safety, reliability, maintainability and cost effectiveness.
• Lead, plan, and manage the supervision of construction activities of buildings on areas of E&I/DP to ensure conformance to regulatory requirements, classification society rules, and building specifications.
• Advice and recommend on technical matters pertaining to E&I/DP and construction during times of crisis to prevent accidents and reduce damage to assets and the environment.
• Plan, supervise, assess and approve the factory testing and commissioning of the installed equipment in E&I/DP to ensure conformity to the contracted design and performance specifications resulting in effective overall operation, life preservation, asset longevity, cost optimization and efficient ship performance in the interest of company.
• Witness, evaluate, analyse, report, and recommend for approval Onboard Test and Sea/Gas Trial in the aspect of E&I/DP are perform in accordance with the agreed contracted design specifications to ensure that the vessel can meet trading requirements, quality standards and are operationally safe, reliable, and efficient.

2. PROJECT PLANNING & PERFORMANCE MANAGEMENT:

• Develop manpower resource allocation plan to ensure effective plan approval process, design review and site supervision activities on E&I/DP discipline.
• Monitor project progress, track performance metrics, and proactively identify and address any deviations or obstacles that may impact project objectives or deliverables.

3. EQUIPMENT MANAGEMENT

• Plan and engage with equipment manufacturers, perform evaluation, review, and submit for approval the selection of equipment / suppliers to ensure standardization of equipment installed / provided in shipbuilding in E&I/DP discipline, reliable, good after sales support, added values, less operating cost, reputable makers, etc.
• Plan, develop and maintain the database of equipment manufacturer to capture their particulars such as product data, product performance, historical data, lesson learned and pricing for future shipbuilding projects to consider in the design and performance specifications for effective overall operation, life preservation, asset longevity, cost optimization, ease of maintenance, ease of operation and efficient ship performance in the interest of company.

4. ENGINEERING & DESIGN APPROVAL/REVIEW

• Lead and review the engineering and design documents/procedures to ensure conformance to the agreed contracted specifications in the aspect of E&I/DP discipline.

5. SHIPBUILDER MANAGEMENT

• Plan, manage and control the ship builder to ensure that the newbuilding in the E&I/DP aspects are performing in accordance with the agreed contracted design specifications, building schedule, costing and is able to meet all trading, safety, operational and legislative requirements prior to delivery.
• Plan, evaluate and perform technical and safety audit on shipyard’s proposed subcontractor to ensure their technical capability and safety aspects are meeting the requirement to deliver the required work scope. Subsequently, to recommend to Project Manager to approve/unapproved the proposed subcontractor based on the result of audit and evaluation.
• Evaluate, analyse, monitor, manage and approve all requirements in the aspect of E&I/DP for additional equipment, surveys, upgrading, modifications, etc. outside of the approved specifications to ensure their suitability, appropriateness, standardization, and criticality in order to control the costs to within the approved budget and prevent cost overrun.

6. REPORTS

• Plan, collate and develop weekly, bi-weekly, monthly, quarterly, and yearly shipbuilding reports to the Project Manager on the aspects of E&I/DP progress of the project such as implementation stages, construction activities, schedule and highlight on issues and remedial and preventive actions taken in the interest of company.
• Plan, analyze and develop at the end of the newbuilding project the Debrief Report in the area of E&I/DP which highlight the project performance, achievements, shortcomings, lessons learnt and key factors crucial for successful execution of the project to ensure that future buildings benefit from past experience to project and continuously enhance company’s interest.

7. ACCEPTANCE & DELIVERY

• Plan, review and coordinate with the Project Manager the preparation of relevant documents in the area of E&I/DP and certification, including Operating Manuals prior to hand over to ship staff and Fleet Operation department/Operator to ensure smooth and unhindered acceptance of the vessel from the shipyard to fully meet company’s standards on safety, reliability, maintainability, and cost effectiveness.
• Review, consolidate and discussed the Punch List or Non-Conformance report in the area of E&I/DP to ensure all required rectification works are completed satisfactorily in accordance with the agreed contract specifications prior to the delivery of the vessel, or otherwise to ensure that the defects are recorded in the Protocol of Delivery to facilitate follow-up on the issue until satisfactory conclusion to protect company’s interest.
• Prepare and coordinate with Pre-Delivery Task Force and shipyard on the mobilization of ship-staff and the preparation of all relevant documents and certification, loading of provisions, stores, spares, lubricants, bunkers and all other necessities to ensure smooth and unhindered acceptance of the vessel from the ship builder and to commission the vessel operations and sea-worthiness in compliance to all legislation and to fully meet company’s standards on safety, reliability, maintainability and cost effectiveness.
• Coordinate with relevant external parties, Classification Societies, Agency and other user departments on administrative, legislative, and operational requirements to operationalize and ensure the seaworthiness of the vessel prior taking full delivery from the shipyard.

8. GUARANTEE CLAIMS (If this scope is required by the client)

• Monitor, plan, and coordinate the rectification process in the area of E&I/DP for design related items including the reporting, administration, negotiation and etc., with the shipbuilders and equipment makers to ensure that guarantee claim defects are completely and satisfactorily rectified, resolved and necessary precautions taken to prevent similar issues on future buildings to protect and enhance company’s interest.

9. PRE-AWARD PROJECT TENDERING AND CONTRACTING REQUIREMENT (SUPPORT TO ENGINEERING & DESIGN TEAM)

• Strategize, lead and manage all aspects of potential project acquisition, encompassing project tendering and bidding, as well as the review of tender technical documents such as Invitation to Bid (ITB) or Request for Proposal (RFP).
• Conduct technical evaluations and negotiations with shipbuilders to ensure that the technical proposal package aligns with regulatory requirements and client specifications.
• Lead the review of SBC and TCP documents, provide advice/feedback on relevant technical sections specified in the documents to ensure safeguarding of client interest and eliminate potential risk and reduce company potential liability.

10. RELATIONSHIP BUILDING

• Develop strategic relationships / alliances with shipyards, designers, classification societies, manufacturers, suppliers, and service providers on latest information of technical know-how, procedures, systems, and equipment available in the market for best option on scheduling, pricing, and quality for company’s benefits.
• Develop strategic relationships with clients on industry trends, progress, business outlook and requirements for the company’s benefit.

11. SAFETY

• To plan and coordinate with the shipbuilder to ensure the safety of the projects and manpower to avoid any accident/incident that would cause fatality, injury, and property damages. All construction activities shall be in accordance with safety procedures at site and company safety requirement.
