Job Description

Responsibilities

Responsibilities:

TECHNICAL SCOPE

A. DMAIC / Green Belt (CI Execution)

  • Owns the CI pipeline for the area
  • Run the DMAIC pipeline: problem statement, baseline, data plan, analysis, control plan.
  • Quantify and validate benefits (safety, OAU/OEE, cost) and ensure Control-phase handover to Operations.
  • Maintain the Kaizen tracker (idea intake, scoring, status) and report progress in CI governance.

B. Reliability Engineering & Defect Elimination

  • Maintain bad‑actor list; conduct RCAs (5‑Why, Ishikawa) and FMEA.
  • Propose and validate engineering fixes and PM/PdM changes (intervals, tasks, condition monitoring).
  • Trend MTBF/MTTR, critical spares risks, and alarm rationalization with the Unit Owner.

C. Process Safety & Spillage Prevention

  • Translate spillage learnings into barrier enhancements, SOP changes, checklists, and training content.
  • Support MOC quality: risk assessment, safeguards register, pre‑startup checks, procedure currency.
  • Verify in the field (gemba) that controls work in practice; correct promptly when not.
  • Ensures learnings are incorporated into training and competency frameworks.

D. Turnaround

  • Provide reliability scope inputs (bad actors, inspection/repair strategies, critical spares).
  • Review workpacks for technical completeness; ensure lessons feed post‑TA standards.
  • After TA, confirm defect elimination and stabilize new settings via control plans and SOPs.

E. Training & Knowledge Management

  • Convert project outputs into standard work, SOP revisions, and training modules with the Trainer.
  • Run targeted hands‑on coaching on new standards with Day SL and Shift Leaders.



Key Performance Indicators (KPIs)

  • Safety/Process Safety: spill frequency & severity; barrier health index; near‑miss closure time.
  • Reliability: MTBF ↑, MTTR ↓; preventive/predictive compliance; chronic defects closed per quarter.
  • Operations: OEE/availability; alarms per hour (post‑rationalization).
  • CI Benefits: verified $ benefits; action closure rate; number of sustained CI projects.
  • TA Support: On-time delivery of reliability scope and workpacks; Post‑TA defect recurrence vs previous TA.

Decision Rights & Authority

  • Select CI tools and analytical methods; propose design/standard changes subject to MOC approval.
  • Prioritize CI backlog with CI Manager; escalate blockers via governance cadence.
  • Stop‑work authority for imminent safety risk in line with site policy.


HEALTH, SAFETY, ENVIRONMENT, QUALITY AND MANAGEMENT SYSTEMS

  • Detect and address potential risks in HSEQ field
  • Involved in emergency plan development, emergency event management and investigation
  • Implements improvement programs in accordance with site directions and priorities in HSEQ field
  • Stop‑work authority for imminent safety risk in line with site policy.



Requirement:

  • Degree in Chemical Engineering from Singapore recognized university or equivalent.
  • 3–7 years in continuous process or Refinery, Oil and Petrochemical or chemical manufacturing (operations, maintenance, or process engineering).
  • Significant experience in complex continuous chemical processes will be an advantage.
  • Certification in Lean Six Sigma Green Belt required within 12 months if not already certified
  • Participation in a turnaround lifecycle (planning/execution/post‑TA) is a plus.
  • Practical knowledge in chemical engineering.
  • Risks management related to hazardous chemical process
  • Lean Six Sigma Green Belt (Green Belt desirable) with proven project delivery.
  • Demonstrated RCA/FMEA capability
  • Knowledge of P&IDs, PFDs, alarms, and continuous process operations.
  • Strong data skills (trend analysis, Pareto, control charts; Excel/BI; basic scripting a plus).
