JOB SUMMARY
The Commercial Manager - Substation Unit is responsible for leading all commercial functions for substation projects from tender stage through project completion. The role oversees tendering, procurement strategy, subcontractor sourcing and award, commercial negotiations, contract administration, procurement planning, cost management, and commercial risk management to ensure projects are delivered within budget on schedule, and in accordance with company policies and contractual requirements.
The Commercial Manager serves as the commercial lead for all Substation projects, working closely with Engineering, Project Management, Quantity Surveying, Finance, HQ Procurement, Site Teams, consultants, suppliers, subcontractors, and clients throughout the entire project lifecycle.
Job Responsibilities
1. Tender Management
- Lead and manage the commercial aspects of all Substation tenders.
- Review tender documents, specifications, drawings, BOQ, RFQ, scope of work, and commercial requirements.
- Coordinate with Engineering, Project, Estimating, and Quantity Surveying teams during tender preparation.
- Develop tender pricing strategies and identify commercial risks.
- Ensure complete, accurate, and timely submission of tender documents.
- Participate in tender clarification meetings and commercial negotiations with clients.
- Review tender profitability and recommend commercial strategies to Management.
2. Procurement & Commercial Management
- Lead procurement planning for all Substation materials, equipment, and subcontract packages.
- Develop procurement schedules aligned with project timelines.
- Source, evaluate, and pre-qualify suppliers and subcontractors.
- Conduct commercial evaluations, quotation comparisons, negotiations, and recommendation reports.
- Recommend suppliers and subcontractors for Management approval.
- Negotiate pricing, commercial terms, payment terms, delivery schedules, warranties, and contractual conditions.
- Coordinate with HQ Procurement for Purchase Order (PO) issuance after commercial approval.
- Monitor procurement status, supplier manufacturing progress, logistics arrangements, and material delivery schedules.
- Identify opportunities for procurement cost optimisation and value engineering
3. Subcontract Management
- Lead the commercial evaluation and award process for subcontract packages.
- Review subcontract scope, BOQ, pricing, technical compliance, commercial terms, and contractual obligations.
- Negotiate subcontract agreements to achieve the best commercial outcome.
- Recommend subcontract awards to Management.
- Coordinate with Project Quantity Surveyors for the issuance of Letter of Award (LOA) and subcontract documentation after approval.
- Monitor subcontractor performance, contractual compliance, delivery commitments, and commercial obligations.
- Support the resolution of commercial disputes, contractual issues, and subcontract claims.
4. Contract Administration
- Lead the administration of both main contracts and subcontract agreements throughout the project lifecycle.
- Review contract documents, technical specifications, drawings, and contractual correspondence.
- Oversee Variation Orders (VO), Extension of Time (EOT), contractual claims, contractual notices, and final accounts.
- Review commercial implications of project changes and recommend appropriate actions.
- Liaise with clients, consultants, subcontractors, and suppliers on contractual matters.
- Ensure contractual obligations are fulfilled in accordance with company and client requirements.
5. Cost Control & Commercial Management
- Monitor project budgets, procurement commitments, subcontract costs, and commercial performance.
- Prepare commercial forecasts and monitor project profitability.
- Review cost reports and procurement expenditure.
- Evaluate quotations and recommend cost-effective procurement strategies.
- Review pricing for Variation Orders and claims.
- Assess commercial risks and recommend mitigation measures.
- Review subcontractor payment applications, progress claims, payment certifications, and final accounts prior to approval.
- Ensure project commercial objectives are achieved.
6. Project Coordination
- Provide commercial leadership throughout project execution from award until final completion.
- Coordinate with Engineering, Project Management, Site, Procurement, Finance, and Quantity Surveying teams.
- Support project planning and procurement scheduling.
- Participate in project coordination meetings, commercial meetings, tender meetings, and management meetings.
- Monitor project milestones and recommend recovery plans where necessary.
7. Supplier & Subcontractor Performance Management
- Monitor supplier and subcontractor performance against contractual requirements.
- Coordinate Factory Acceptance Tests (FAT), supplier inspections, manufacturing progress, and delivery readiness.
- Monitor Site Acceptance Tests (SAT) and commissioning support where commercial coordination is required.
- Evaluate supplier performance and recommend continuous improvements.
- Develop long-term strategic relationships with key suppliers and subcontractors.
8. Documentation, Compliance & Reporting
- Ensure complete and accurate maintenance of tender documents, contracts, procurement records, subcontract documentation, payment records, commercial correspondence, and project documentation.
- Prepare commercial reports, procurement reports, cost reports, tender reports, and management updates.
- Ensure compliance with Company SOPs, procurement procedures, client requirements, statutory regulations, and the Company's Limit of Authority (LOA).
- Maintain proper document control throughout the project lifecycle.
9. Leadership & Team Management
- Lead and mentor Commercial Executives, Procurement personnel, and Project Quantity Surveyors.
- Allocate resources and monitor team performance.
- Develop commercial capabilities within the department.
- Promote collaboration across Engineering, Procurement, Finance, Project, and Site teams.
- Drive continuous improvement in procurement, commercial management, and contract administration processes.
- Perform any other duties assigned by Management from time to time.
Qualifications
- Bachelor's Degree in Quantity Surveying, Construction Management, Civil Engineering, Electrical Engineering, Business Administration, or a related discipline.
- Professional certification is an added advantage.
- Minimum 8-10 years of relevant experience in commercial management, procurement, contract administration, quantity surveying, or EPC project management.
- Minimum 5 years in a managerial or leadership position.Proven experience in High Voltage Substation, Transmission Line, Power Utility, or Infrastructure projects.
- Experience in EPC, Design & Build, or TNB projects is highly preferred.
- Willing to travel to project sites throughout Malaysia.
- Possess a valid driving licence.Able to work under tight deadlines and manage multiple projects simultaneously.

Pay: RM5,000.00 - RM10,000.00 per month
