Summary
The Executive – Tender & Contract is responsible for supporting the preparation, submission and administration of government tenders and contracts. The role ensures compliance with government procurement procedures and company policies while assisting the team in securing and managing public sector projects.
Key Responsibilities
Vendor Sourcing & Procurement
- Identify, evaluate, and source qualified suppliers and vendors to meet the Company's operational and project requirements.
- Communicate with suppliers and vendors to obtain pricing, technical specifications, and supporting details.
- Obtain quotations from multiple suppliers and vendors for comparison and evaluation.
- Prepare quotation comparison reports, analyze pricing structures, and recommend the most cost-effective procurement options.
- Negotiate pricing, payment terms, delivery schedules, and contract conditions with suppliers and vendors to secure the best commercial value for the Company and Customers.
- Develop and maintain a reliable supplier database to ensure competitive sourcing opportunities.
- Conduct market research to identify potential suppliers, products, and cost-saving opportunities.
- Review and analyze procurement costs to support budget control and cost optimization initiatives.
- Ensure procurement activities achieve cost savings while maintaining quality and service standards.
- Provide timely updates on sourcing activities, quotations, and procurement status.
- Ensure a high level of communication and customer service in all sourcing; procurement-related matters.
Tender & Contract Management
- Coordinate with internal departments (technical, finance, legal, operations) to compile tender submissions.
- Communicate with the Customers progressively to ensure meet the requirement & standard.
- Ensure a comprehensive understanding of tender requirements and specifications. Establish task checklist to ensure all Tender/ Sebut Harga successful submitted timely.
- Communicate and provide regular updates to internal stakeholders regarding tender strategies and bid progress.
- Prepare technical and commercial proposals, costing summaries, and supporting documents.
- Prepare catalogue of the items to supply based on Customer’s requirement & technical specification.
- Ensure timely (meet deadline) and compliant submission of tender documents.
- Develop pricing strategies and unique selling propositions for bids to increase the chances of success.
- Ensure all contractual terms and conditions awarded project are clearly understood and complied with.
- Monitor contract milestones, deliverables, and payment schedules of awarded project.
- Attend site visits, tender briefings, and clarification meetings when required.
- Draft, review, and administer contracts in accordance with government regulations.
- Collect, review, and organize technical, commercial, and financial information needed for tender participation.
- Provide input to the internal team regarding technical specifications and procurement requirements.
- Monitor contract milestones, deliverables, and payment schedules.
- Identify opportunities to streamline tender and procurement workflows for improved efficiency.
- Maintain proper documentation and filing of all contract-related records.
- Liaise with government agencies for clarifications and submissions.
- Prepare reports and updates for Management on tender status and contract performance.
- Any other duties and responsibilities as assigned by the Management from time to time.
Requirement & Qualifications
- Diploma or Bachelor’s Degree in Business Administration, Quantity Surveying, Project Management, or related field.
- Experience in tender preparation or project contract documentation is required.
- Experience in sourcing and negotiation with supplier/ vendor is required.
- Experience exposed in technical documentation (items specification) is advantage
- Minimum 2–5 years of experience in government tendering and contract administration.
- Familiar with Malaysian government procurement systems (ePerolehan, MOF registration, CIDB, etc.).
- Strong understanding of contract terms, commercial clauses, and tender documentation.
- Good analytical, negotiation, and coordination skills & proficiency in Bahasa Malaysia is must.
- Detail-oriented with strong documentation and time management skills.
- Proficient in Microsoft Office (Excel, Word, PowerPoint).

Pay: RM3,000.00 - RM4,500.00 per month
