The Civil Project Manager is responsible for the overall planning, execution, monitoring, and successful completion of civil engineering and infrastructure projects. The role involves managing project schedules, budgets, quality, safety, subcontractors, and client relationships while ensuring compliance with all statutory and contractual requirements.
Key Responsibilities
Project Management
- Plan, organize, and manage construction projects from commencement to completion.
- Prepare project execution plans, work schedules, and resource allocation.
- Monitor project progress to ensure completion within budget and timeline.
- Identify project risks and implement mitigation measures.
- Coordinate all site activities to ensure smooth project execution.
Contract Administration
- Review contract documents, drawings, and specifications.
- Administer contracts in accordance with project requirements.
- Manage variations, claims, extensions of time (EOT), and contractual correspondence.
- Attend client, consultant, and subcontractor meetings.
Cost & Budget Control
- Prepare and monitor project budgets and cash flow.
- Review project costs and recommend cost-saving measures.
- Verify subcontractor progress claims and supplier invoices.
- Monitor procurement activities to ensure timely delivery of materials.
Site Management
- Supervise Project Engineers, Site Engineers, Supervisors, and subcontractors.
- Ensure work is carried out according to approved drawings and specifications.
- Monitor productivity and optimize manpower and equipment utilization.
- Resolve technical and construction-related issues.
Quality Management
- Ensure compliance with project specifications and quality standards.
- Implement Quality Assurance (QA) and Quality Control (QC) procedures.
- Coordinate inspections with consultants and relevant authorities.
- Ensure timely rectification of defects.
Safety & Environmental Management
- Ensure compliance with Workplace Safety and Health (WSH) regulations.
- Promote a strong safety culture on site.
- Conduct regular site safety inspections.
- Ensure compliance with environmental regulations and permit conditions.
Stakeholder Management
- Liaise with clients, consultants, authorities, and subcontractors.
- Maintain positive working relationships with all project stakeholders.
- Prepare progress reports and management updates.
Documentation & Reporting
- Prepare weekly and monthly project progress reports.
- Maintain project records and documentation.
- Monitor project KPIs and prepare management reports.
- Ensure proper document control throughout the project lifecycle.
Requirements
Education
- Bachelor's Degree / Diploma in Civil Engineering or equivalent.
- Professional Engineer (PE) registration is an advantage.
Experience
- Minimum 8–10 years of experience in civil construction.
- At least 5 years in a Project Manager role.
- Experience in infrastructure, industrial, MRT, utilities, roads, drainage, or marine projects.
- Experience managing projects valued above SGD 5 million is preferred.
