Procurement Manager, Indirect Procurement

Location: Singapore

Reporting to: Procurement Director

About the Role

We are seeking a hands-on and commercially minded Procurement Manager to oversee the full spectrum of indirect procurement activities across the organization. This role will manage sourcing and vendor management for categories including engineering services, software and SaaS subscriptions, office IT equipment, facilities, professional services, and employee benefits.

The ideal candidate should have solid experience in end-to-end procurement operations, supplier negotiations, cost optimization, and policy governance within a fast-paced technology environment.

Key Responsibilities

• Manage the full spectrum of indirect procurement categories, including but not limited to:
• engineering and technical services
• software licenses / SaaS subscriptions
• cloud and IT-related services
• office hardware and workplace equipment
• facilities and general office services
• employee welfare and benefits programs
• professional and outsourced services
• Lead end-to-end sourcing processes including RFQ / RFP / tender management, vendor evaluation, negotiation, contract finalization, and purchase order management
• Partner closely with cross-functional stakeholders including Engineering, IT, HR, Finance, Admin, and Operations teams to understand procurement needs and ensure timely delivery
• Develop and manage strategic supplier relationships to ensure cost efficiency, service quality, and risk control
• Drive procurement policy standardization, process optimization, and internal governance to improve compliance and purchasing efficiency
• Monitor procurement spend, vendor performance, and budget utilization, and provide regular reporting to the Procurement Director
• Support cost-saving initiatives, commercial negotiations, and annual vendor review exercises
• Ensure procurement activities comply with company policies, legal requirements, and internal approval workflows
• Support regional procurement needs across Singapore and overseas offices where applicable

Requirements

• Bachelor’s degree in Supply Chain, Procurement, Business, Engineering, or related disciplines
• 5–10 years of relevant procurement experience, preferably within technology, cloud infrastructure, AI, data center, or fast-growing startup environments
• Strong experience in indirect procurement / general procurement categories
• Proven track record in vendor negotiation, contract management, and cost optimization
• Familiarity with procurement of software services, IT equipment, engineering services, and corporate support services
• Strong stakeholder management skills with the ability to work across multiple business functions
• Hands-on, detail-oriented, and comfortable operating in a fast-paced and evolving environment
• Experience working in regional or global procurement scope is highly preferred
• Prior experience reporting into a procurement lead / director structure is a plus

Preferred Background

• Candidates from technology companies, cloud service providers, AI infrastructure companies, data center operators, or multinational tech firms are highly preferred
• Experience in both strategic sourcing + operational procurement execution will be ideal
