We are expanding our international footprint and looking for an HR Manager - Global Expansion to lead our international HR compliance, policy localized adaptation, and regional talent enablement. You will work closely with our International Business General Manager to build a scalable, compliant, and robust HR framework from scratch in our key target markets (Southeast Asia / North America).
Key Responsibilities
1. Regional Compliance & Risk Control
Labor & Visa Compliance: Deeply research and implement compliance requirements regarding local labor laws, visa policies, personal income tax, and social security in target countries/regions. Establish regional compliance audit mechanisms.
Dispute Resolution: Handle localized employee relations, labor disputes, and visa-related escalations to mitigate business interruption risks.
Standardization: Standardize foundational HR lifecycles including onboarding, local employment contracts, and termination processes.
2. International HR Architecture & Framework Co-Design
Strategic Alignment: Assist the International Business GM in building a tailored HR framework and operational policies that align with the current stage of international business growth.
Localized Adaptation: Bridge global HR strategies with local nuances; select and adapt modular HR policies (Comp & Benefits, Performance, etc.) that best fit regional needs while remaining aligned with global standards.
3. Regional HR Enablement & HQ Synergy
Resource Development: Execute local HR operations and actively develop/manage local PEO/EOR vendors and external HR outsourcing agencies to secure global talent supply.
HQ Synergy: Act as the primary bridge to Global HQ HR, ensuring seamless communication, policy cascading, and solving local implementation roadblocks.
Mobility Management: Facilitate cross-border talent mobility, including expat assignments, relocations, transfers, and localized repatriation workflows.
Who We Are Looking For
Education: Bachelor’s degree or above in Human Resources, Business Administration, Psychology, Labor Law, or related fields. International HR Certifications (e.g., IHRP, SHRM, CIPD) are a huge plus.
Experience: 3+ years of hands-on experience in International/Overseas HR Operations. Solid familiarity with labor laws and HR practices in Southeast Asia (SEA) or North America is highly valued. Experience in assisting the setup of overseas HR policies from 0 to 1 is preferred.
Language Master: Fluent in both Mandarin and English. Exceptional capabilities in reviewing legal documents, interpreting policies, and running cross-timezone meetings in both languages. Direct experience managing overseas vendors and local teams is required.
Vision & Mindset: A strategic thinker who balances risk control with agile business growth. Possesses systemic thinking to co-design HR frameworks with senior leadership.
