Senior Manager (Mechanical & Electrical) (Contract)

Shape the reliability and performance of our campus infrastructure.

We are looking for an experienced Mechanical & Electrical (M&E) Facilities Management professional to lead our M&E team and oversee the performance, reliability and lifecycle of critical infrastructure across SUTD’s campus.

Reporting to the Assistant Director, Facilities Management, you will provide technical and people leadership, drive operational excellence and strengthen the resilience of our campus infrastructure.

You will play a key role in ensuring our M&E systems remain reliable, efficient and ready to support the evolving needs of the University.

What You Will Do

Lead the Team & M&E Operations

• Lead, guide and develop the M&E team, setting priorities and strengthening technical and operational capabilities.
• Oversee the operations, maintenance and reliability of campus-wide M&E systems, including ACMV, electrical distribution, fire protection, lifts, plumbing and sanitary systems.
• Drive preventive, predictive and corrective maintenance strategies to optimise system performance and asset lifespan.
• Lead fault response and emergency restoration to minimise disruption to campus operations.

Drive Asset Performance & Lifecycle Planning

• Develop long-term asset renewal, lifecycle replacement and capital expenditure plans.
• Leverage asset data and operational insights to identify risks and prioritise maintenance and replacement strategies.
• Strengthen asset management practices and maintain accurate asset information.

Manage Contracts & FM Partners

• Manage M&E contracts, Service Level Agreements (SLAs), Key Performance Indicators (KPIs) and vendor performance.
• Develop technical specifications and lead evaluations for M&E tenders and maintenance contracts.
• Drive performance reviews, audits and cost-benefit analyses to enhance service quality, efficiency and value.
• Work closely with FM partners, contractors and consultants to uphold safety and quality standards.

Drive Operational & Resource Efficiency

• Identify opportunities to improve system performance, energy efficiency and utility management.
• Implement practical optimisation measures to enhance operational and resource efficiency.
• Use data and technology to support informed decision-making and continuous improvement.

Ensure Compliance & Support Campus Development

• Ensure compliance with statutory, safety and regulatory requirements and relevant Codes of Practice.
• Oversee critical infrastructure activities, including annual electrical shutdowns, while minimising disruption to campus operations.
• Partner project teams on the testing, commissioning and handover of new and enhanced facilities.
• Drive structured defects management and resolution during the Defects Liability Period.

What We Are Looking For

• Relevant professional training in Mechanical Engineering, Electrical Engineering, Building Services or a related discipline.
• At least 10 years of relevant experience, including a minimum of 5 years in a management capacity.
• Proven experience leading and developing an M&E or Facilities Management team.
• Strong experience managing complex M&E infrastructure and FM operations.
• Experience in Integrated Facilities Management (IFM) and performance-based contracts.
• Fire Safety Manager (FSM) certification.
• Strong knowledge of Singapore’s statutory requirements, Codes of Practice and regulatory requirements.
• Strong people leadership, stakeholder management, communication and collaboration skills.
• Experience in a university, polytechnic, healthcare, high-tech research or complex public infrastructure environment will be highly regarded.
• LEW Grade 7/8, Singapore Certified Energy Manager (SCEM), Green Mark Manager or Water Efficiency Manager certification will be an added advantage.
