Position Overview
The HR and Administration Manager will be responsible for leading and managing the full spectrum of Human Resources functions across the Greater China region, including Hong Kong, Macau, Beijing, and Shanghai. The role requires a hands-on HR professional who is knowledgeable in local employment legislation and HR practices across multiple jurisdictions and is capable of supporting business growth while ensuring compliance with all applicable labour laws and statutory requirements.
The successful candidate will work closely with regional management teams to drive HR initiatives, develop people strategies, and provide operational HR support across the employee lifecycle.
Key Responsibilities
Human Resource Operations
Manage the full employee lifecycle, including recruitment, onboarding, confirmation, transfers, promotions, contract renewals, disciplinary matters, resignation, termination, and offboarding.
Develop, implement, and continuously improve HR policies, procedures, employee handbooks, and best HR practices across all assigned locations.
Ensure HR documentation is accurate, complete, and compliant with local legal requirements.
Maintain employee records and HR information systems with a high level of confidentiality and accuracy.
Prepare HR reports, workforce analytics, organisation charts, manpower planning reports, and management dashboards.
Recruitment & Talent Acquisition
Manage end-to-end recruitment activities for Hong Kong, Macau, and Beijing.
Partner with hiring managers to identify manpower requirements and recruitment strategies.
Coordinate interviews, salary benchmarking, reference checks, offer preparation, employment contracts, and onboarding arrangements.
Build and maintain relationships with recruitment agencies, universities, and professional networks.
Develop employer branding initiatives to attract and retain quality talent.
Payroll, Compensation & Benefits
Manage the monthly payroll process across multiple jurisdictions, ensuring accuracy and timely salary payments.
Coordinate with external payroll providers and ensure payroll compliance with local statutory requirements.
Administer statutory contributions, taxation, MPF schemes, social insurance, and other mandatory employment obligations.
Manage employee compensation, salary reviews, allowances, incentive schemes, reimbursements, and benefit administration.
Employee Relations
Serve as the primary HR contact for employee enquiries and workplace matters.
Provide guidance to managers on employee performance, disciplinary actions, grievances, investigations, conflict resolution, and employment-related matters.
Foster a positive workplace culture that promotes employee engagement, collaboration, and organisational values.
Plan and coordinate employee engagement programs, wellness initiatives, company events, recognition programs, and internal communications.
Performance Management & Learning
Coordinate probation reviews, confirmation exercises, annual performance appraisals, and performance improvement plans.
Identify learning and development needs in collaboration with department heads.
Coordinate internal and external training programs and maintain employee training records.
Support succession planning, talent development, leadership development, and employee career progression initiatives.
Compliance & Employment Law
Ensure compliance with employment legislation and statutory requirements in Hong Kong, Macau, Beijing, Shanghai, and other assigned jurisdictions.
Monitor changes in employment laws and recommend updates to HR policies and practices.
Manage employment visas, work permits, and immigration matters where applicable.
Coordinate statutory reporting, employment audits, labour inspections, and compliance reviews.
Support the implementation and maintenance of HR governance, internal controls, and corporate policies.
Administration & Corporate Services
Oversee the day-to-day administration and office operations across Hong Kong, Macau, Beijing, and Shanghai.
Manage office administration, facilities, office supplies, equipment, maintenance, and workplace operations.
Administer office lease agreements, tenancy renewals, office fit-out, reinstatement works, landlord liaison, and rental-related matters.
Oversee procurement of office assets, furniture, equipment, and administrative services in accordance with approved budgets.
Manage administrative budgets and monitor expenditure to ensure cost-effective operations.
Ensure proper maintenance of company assets, inventories, office equipment, and fixed asset registers.
Coordinate with Finance, Legal, IT, and other corporate functions to ensure smooth business operations and regulatory compliance.
Qualifications
Bachelor’s Degree in Human Resources, Business Administration, Psychology, or a related discipline.
Professional HR certification is an advantage.
Minimum 8 years of progressive HR experience, with at least 5 years in an HR Manager or similar leadership role.
Regional HR experience covering Hong Kong and Mainland China is highly preferred. Experience supporting Macau will be an added advantage.
Strong understanding of employment legislation, payroll, taxation, and statutory requirements across multiple jurisdictions.
Experience managing multicultural and geographically dispersed teams.
Less experience will be considered as Assistant HR and Administration Manager.
