Job Description

Responsibilities

What The Role Is

As a Senior Executive/ Manager/ Senior Manager, Procurement (Competency Development) in the Finance and Procurement Division, you are responsible for the development of procurement capabilities by designing and implementing competency development initiatives, driving learning innovation, and fostering procurement talent. You will ensure that MOE staff are equipped with the competencies needed to perform procurement functions effectively and professionally.

What You Will Be Working On

  • Develop and maintain a procurement competency and training framework by conducting training needs analyses, identifying competency gaps and curating learning and development programmes aligned with evolving procurement practices and requirements
  • Lead the redevelopment of procurement learning packages and in-house training programmes using technology and innovative approaches to enhance accessibility, engagement, knowledge retention and relevance to MOE’s procurement context
  • Foster the development of procurement talent by identifying opportunities for staff to broaden exposure through projects and job rotations, promote procurement careers within MOE and build partnerships with external procurement communities and professional bodies
  • Oversee day-to-day procurement operations, including asset management, tender box operations, purchasing activities, business continuity planning and management of departmental and branch training funds

What We Are Looking For

  • At least 5 years of relevant experience in procurement, learning and development, organisational development or related fields
  • Experience in competency framework development and implementation, training design, and capability-building initiatives
  • Familiarity with government procurement policies and processes would be an advantage
  • A dynamic individual with strong analytic, problem-solving and leadership skills
  • Strong communication and interpersonal skills, with the ability to engage diverse stakeholders
