Job Description

Responsibilities

Role Purpose

We are seeking an experienced Proposal Manager to lead the preparation and submission of competitive water treatment project proposals, with a strong focus on the oil & gas, marine, offshore, industrial, hotel, and resort sectors.

The role combines technical, commercial, and leadership responsibilities, including managing a team of proposal engineers, reviewing technical solutions, optimizing costs, coordinating stakeholders, supporting client discussions, and contributing to business growth.

Key Responsibilities

Proposal Management

  • Lead the entire proposal process from RFQ/RFP review through submission and handover.
  • Manage proposals for:
  • - Freshwater makers (RO and distillation)
  • - Seawater treatment systems
  • - Produced water and slop water treatment systems
  • - Wastewater treatment systems
  • - Packaged/skid-mounted water treatment systems
  • Ensure proposals meet client requirements, are commercially competitive, and are submitted on time.
  • Review specifications, scope of work, schedules, and commercial terms.

Technical & Commercial Leadership

  • Provide technical guidance to proposal engineers.
  • Review process design, equipment selection, and technical compliance.
  • Drive value engineering and cost optimization initiatives.
  • Review costing to ensure accuracy, profitability, and risk management.
  • Identify potential technical, commercial, and contractual risks.

Client, Vendor & Stakeholder Management

  • Participate in client clarifications and negotiations on technical and commercial matters.
  • Coordinate with internal teams including Engineering Procurement, QA/QC, Project Management, and Finance.
  • Manage relationships with vendors and suppliers to obtain competitive and compliant quotations.
  • Monitor market trends, pricing, and technology developments.

Team Leadership & Development

  • Lead and mentor a team of approximately 6–8 proposal engineers.
  • Assign proposal responsibilities, monitor progress, and manage workloads.
  • Develop team capabilities in proposal preparation, technical review, costing, and client communication.
  • Promote a culture of accountability, collaboration, and continuous improvement.

Business Development Support

  • Support business development activities by identifying new applications and market opportunities.
  • Provide technical-commercial input for budgetary proposals, feasibility studies, and pre-qualification submissions.
  • Contribute market intelligence and customer insights to support company growth.

Requirements

  • Bachelor’s Degree in Chemical Engineering, Environmental Engineering, Mechanical Engineering, Process Engineering, or a related discipline.

Experience

  • Minimum 15 years of relevant experience in water treatment, environmental engineering, oil & gas, marine/offshore, industrial water systems, or packaged equipment projects.
  • Proven experience in proposal management, technical review, costing, vendor management, and client negotiations.
  • Prior experience in oil & gas, EPC, offshore, marine, FPSO, or shipyard projects is highly preferred.
  • Experience leading and developing proposal engineering teams.

  • Seawater reverse osmosis (SWRO)
  • Freshwater makers (RO and distillation)
  • Filtration systems

  • Packaged/skid-mounted water treatment systems
