Job Purpose

The successful candidate will be responsible for implementing robust safety protocols, conducting inspections, and delivering safety training to ensure a secure working environment for all personnel involved in substation-related works. 

ROLES & RESPONSIBILITIES:  

Safety Management

• Develop, implement, and monitor Site Safety Management Plans (SMP) tailored to each project, ensuring compliance with Malaysian safety regulations and industry best practices.

Inspections and Audits

• Conduct regular safety inspections and audits of substation construction sites to identify potential hazards, particularly those unique to high-voltage and electrical work and ensure adherence to safety standards.
• To coordinate visits with the project manager on site.
• To ensure all corrective actions are followed up on and completed. 

Incident Reporting

• Promptly investigate and report on safety incidents and accidents, recommending corrective actions and preventive measures to mitigate future risks specific to substation construction activities. 

Training and Development

• Provide targeted safety training and orientation for new hires and existing staff, focusing on safety protocols for electrical work and high-voltage environments, to foster a culture of safety.
• Communicate, coach and assist the field staff to ensure that all safety expectations are understood and met 

Regulatory Compliance

• Ensure all safety practices and procedures comply with Malaysian regulations, including the Occupational Safety and Health Act (OSHA) 1994, the Factories and Machinery Act 1967, and specific regulations related to electrical and substation work. 

Permits and Certifications

• Ensure that all necessary permits and certifications are obtained and maintained, including: 
• JKKP (Jabatan Keselamatan dan Kesihatan Pekerjaan) Approval: Ensure compliance with JKKP regulations and secure necessary approvals for substation projects. 

Electrical Safety Certifications

• Obtain and maintain relevant certifications related to electrical safety and high-voltage work from local authorities. 

Worker Safety Pass

• Verify that all workers have the required safety passes and training certifications specific to substation construction and electrical work. 
• Compile and submit NADOOPOD, JKKP 8, Monthly Safety & Health Report to relevant parties involved (Internal/External). 

Safety Equipment

• Oversee the proper use and maintenance of personal protective equipment (PPE) and other safety gear specific to substation construction, including electrical protective gear. 

Emergency Response

• Maintain pertinent information on Emergency Response Plan (ERP) and to ensure the relevant communication information is distributed to the party responsible. 

Documentation

• Maintain accurate records of safety inspections, training sessions, incident reports, and safety-related communications, with a focus on electrical safety documentation. 
• Undertake any other duties and responsibilities as so instructed by the Superior/Senior Management team.

ISO Integrated Management System Responsibilities

The Site Safety Supervisor ensures effective occupational health, safety, environmental, and quality controls at Hasilwan’s project and customer sites. The role supports continual improvement through hazard identification, risk assessment, permit-to-work control, contractor oversight, emergency preparedness, and disciplined site documentation.

ISO 45001 – Occupational Health & Safety

• Lead hazard identification, risk assessments (RA/JSA), and permit-to-work implementation.
• Monitor and report safety performance indicators such as:
• TRIR / LTIR (where applicable)
• Near-miss reporting and closure timelines
• PPE compliance rates
• Inspection findings and corrective action closure time
• ISO 14001 – Environmental Management

Monitor environmental compliance at site, including:

• Waste segregation and disposal practices
• Spill prevention and response
• Control of environmentally harmful site activities

ISO 9001 – Quality Management

• Ensure accuracy and completeness of site safety documentation (permits, RA/JSA, inspection records).
• Support internal and external audits and close out non-conformities related to site documentation.

Qualifications / Skills and Competencies

Education:

• Minimum Diploma or Degree in Occupational Health & Safety, Electrical Engineering, Construction Management, or related field.

Experience:

• Minimum 3–5 years of site safety experience within the construction industry.
• Prior experience in substation, electrical, or high-voltage projects is highly preferred.

Certifications:

• NEBOSH IGC or equivalent international safety certification (highly desirable).
• JKKP Safety Officer Certification (preferred).
• Local electrical safety certifications from recognized Malaysian authorities.
• High-Voltage Safety Training is an advantage.

Skills & Competencies:

• Strong knowledge of Malaysian safety legislation and electrical safety standards.
• Excellent communication, leadership, and coaching skills.
• Ability to manage safety in high-risk and high-voltage environments.
• Strong documentation and reporting discipline.

Language Requirements:

• Fluent in English and Bahasa Malaysia (spoken and written).
• Additional languages are an advantage.

Physical Requirements:

Able to conduct regular site inspections and work in varying weather and site conditions, including high-risk electrical environments.
