Our client is a well-established logistics and supply chain solutions provider specializing in bulk cement transportation. Supported by a sizable tanker fleet and an in-house maintenance workshop, the company plays a critical role in ensuring efficient and reliable delivery services within the construction and infrastructure sector.
As part of its continued growth and operational enhancement initiatives, the company is seeking a dynamic and hands-on HR & Admin Manager to lead the full spectrum of Human Resources and Administration functions.
The Role
This position is ideal for a proactive HR professional who enjoys operating in a fast-paced environment and is comfortable engaging with both office-based and operational employees. The successful candidate will play a key role in strengthening workforce discipline, enhancing performance management practices, ensuring regulatory compliance, and supporting operational continuity through effective people management.
Key Responsibilities
Talent Acquisition & Workforce Planning
- Lead end-to-end recruitment activities for drivers, mechanics, workshop personnel, and operational staff.
- Develop and implement effective recruitment channels, including referrals, agencies, partnerships, and direct sourcing.
- Manage employee onboarding, orientation, and deployment processes.
- Ensure adequate manpower planning and workforce availability to support operational requirements.
Employee Relations & Industrial Relations
- Manage disciplinary matters, including absenteeism, misconduct, and performance-related issues.
- Conduct investigations, domestic inquiries, and administer disciplinary actions where necessary.
- Provide counselling and engagement support to employees.
- Work closely with department heads to resolve workforce challenges and improve employee discipline.
- Ensure consistent enforcement of company policies and procedures.
Performance Management
- Develop and drive the organization's performance management framework.
- Establish and monitor KPIs across operational, workshop, and administrative functions.
- Track employee productivity, attendance, performance metrics, and overall workforce effectiveness.
- Lead performance appraisal processes and performance review cycles.
- Implement Performance Improvement Plans (PIP) and corrective action programs where appropriate.
- Foster a high-performance, accountability-driven culture across the organization.
Training & Development
- Identify competency gaps and training requirements across all departments.
- Coordinate technical, compliance, leadership, and soft-skills training programs.
- Develop structured training and development plans for operational and workshop teams.
- Support succession planning and leadership development initiatives.
HR Operations & Compliance
- Oversee payroll administration inputs, leave management, personnel records, and HR documentation.
- Ensure compliance with Malaysian Employment Act, industrial relations requirements, and company policies.
- Develop, review, and enhance HR policies, procedures, and SOPs.
- Monitor and analyze key HR metrics, including turnover, absenteeism, and productivity trends.
Administration & Fleet Documentation Management
- Manage office administration, facilities, company assets, uniforms, and employee welfare matters.
- Ensure proper document control and filing systems are maintained.
- Monitor and track fleet-related documentation, including:
- Road Tax
- Insurance
- PUSPAKOM Inspections
- Operational Permits and Licences
- Coordinate timely renewals to ensure uninterrupted operations and regulatory compliance.
Safety & Operational Support
- Partner with operations and safety teams to strengthen workplace discipline and compliance.
- Support initiatives related to workplace safety, housekeeping, and operational standards.
- Assist in enforcing operational SOPs, attendance controls, and reporting requirements.
Continuous Improvement
- Drive HR and administrative process improvements to enhance efficiency and accountability.
- Support organizational restructuring and business transformation initiatives.
- Identify and implement digital solutions to streamline HR and administrative processes.
Requirements
- Bachelor's Degree in Human Resource Management, Business Administration, or a related field.
- Minimum 5–8 years of HR experience, preferably within logistics, transportation, manufacturing, fleet management, or related operational environments.
- Proven experience managing a large blue-collar workforce, including drivers, mechanics, technicians, and operational staff.
- Strong hands-on experience in performance management, employee discipline, and industrial relations.
- Sound knowledge of Malaysian Employment Act, Industrial Relations practices, and HR compliance requirements.
- Strong leadership, communication, and stakeholder management skills.
- Proficient in both MANDARIN, English and Bahasa Malaysia.
- Comfortable working in an operational, ground-up environment and engaging directly with employees at all levels.
