Type of Employment: Fixed-Term Contract (12months)


JOB PURPOSE

Plan, execute, and oversee SCM planning and reporting activities, including performance tracking, workforce planning, strategic reporting, and budget monitoring, by consolidating and analyzing data across all SCM units to ensure accuracy, compliance, and actionable insights. This role also manages administrative functions such as system coordination, and internal process support to ensure seamless execution of SCM operations. The role drives divisional excellence, enhances operational efficiency, fosters capability building, supports sustainability, and enables informed decision-making through continuous performance improvement, cost optimization, and effective stakeholder collaboration.


JOB RESPONSIBILITIES

  • Execute and implement supply chain strategies and roadmap through strategic planning, data analysis, and continuous improvement initiatives. Focus on optimizing procurement tools, enhancing workflows, and collaborating with key stakeholders to drive cost efficiency and improve overall operational performance.
  • Coordinate and analyze SCM performance indicators, consolidating departmental scorecards and applying benchmarking to drive continuous improvement and align outcomes with strategic KPIs.
  • Prepare, consolidate, and monitor divisional budget utilization (CAPEX/OPEX) and back-charging activities by compiling expenditure data, validating chargebacks, and ensuring alignment with approved budget limits to control costs and prevent budget overrun.
  • Prepare and consolidate SCM weekly reports and dashboards by gathering data from all SCM units, validating accuracy, and presenting key metrics and insights to provide management with timely, accurate, and actionable performance updates.
  • Develop and present management reports (e.g., CPSM, RPT/RRPT, Divisional Management Report) by compiling data, performing in-depth analysis, and ensuring timely delivery to enable data-driven decision-making and uphold governance standards.
  • Facilitate and update the SCM Division’s organization chart and job descriptions in alignment with management direction to ensure role clarity, accurate workforce structure, and operational efficiency.
  • Coordinate and monitor SCM manpower planning by tracking SVPM (Staff vs. Project Mobilization) and updating contract listings, ensuring accurate resource alignment and timely submission to HR to support efficient project execution.
  • Plan and execute capability building framework (i.e. talent management, competency gap analysis, training record monitoring & nomination, etc.) for SCM Division together with HR department to ensure the availability of competent workforce of all levels with the capability of providing procurement services to meet the required competency & performance standards.
  • Attend training related with job functions to close the competency gap and enhance in self-improvement and career development.
  • Liaise, coordinate and maintain close relationship with relevant parties (i.e. MISC, MHB KL, Corporate Planning, Human Resource, Corporate QHSE, other departments or sections within SCM Division, etc.) to facilitate smooth connection within parties to deliver the divisional objective.
  • Execute, and analyze customer satisfaction surveys to assess SCM Division’s performance, address feedback, and drive service improvements while strengthening stakeholder trust.
  • Execute and monitor SCM improvement initiatives through strategic planning (e.g., spend analysis) to enhance processes, work practices, and policies—delivering measurable cost and non-cost benefits. Design and implement robust control and monitoring mechanisms to safeguard the integrity and efficiency of supply chain operations
  • Monitor and implement collaboration with the parent company on sustainability initiatives, including enhancing the Responsible Supply Chain (RSC) by engaging suppliers and conducting calculation accounting (Scopes 3), emissions reduction planning, and sustainability reporting (e.g., GHG, CDP).
  • Provide administrative support for SCM-related processes, ensuring documentation is complete and compliant with internal requirements to maintain accurate records and efficient workflow.
  • Support HSE initiatives and promote HSE awareness among SCM staff and workers to embed a strong safety culture and ensure compliance with HSE standards.


REQUIREMENTS

  • Degree in Engineering, Science, Business Administration, Management, Economics, or other professional-related qualifications.
  • 2- 3 years in supply chain management functions with experience in strategic planning.
