Job Summary
The Compliance Specialist is expected to be equipped with broad and substantive experience in Supply Chain principles, practices, process and systems, and regulatory compliance. This position has responsibilities TC Secretariat Management, representative for functional and regulatory process governance, compliance and improvement, including oversight of Local Content in Sabah, leverage on data analytics reporting and support decision making, and focal point for engagement and coordination with key stakeholders including Global Supply Chain and PETRONAS. This position, though located in KL, can be expected to travel to Sabah and Labuan on a frequent basis. The role is also expected to be a key stand-in and alternate for the Strategy & Integration in various capacities as required.
Position Overview
Primary Functions/Responsibilities:
Governance & Compliance
- Develop, review and maintain documentation for Supply Chain policies, guidelines and procedures including leading the execution and providing guidance to these procedures in SCM and in the Business to ensure effective implementation across all supply chain activities.
- Ensure quality delivery of CP governance both in the pre-award and post award space and Tender Committee operations by effectively following up and closing-out inefficiencies and non-compliances.
- Assume role and accountability for Tender Committee Secretariat and manage logistics, administration of weekly TC sittings, review draft TC submissions (e.g. CP strategies, Sourcing & Award strategies) to validate compliance prior to TC presentations.
- Advise and guide the Tender Committee members relating to supply chain policies, guidelines and procedures while maintaining the confidentiality of tender information, evaluations and documents.
Continuous Improvement
- Ensure reliability and continuous improvement of governance and compliance aspects in Supply Chain activities by monitoring effectiveness, conducting annual look-back sessions and executing specific deep-dive reviews and studies.
- Support the PACM scope by managing the implementation of Contract Holder and Contract Owner competence assessment and support the delivery of CP & MM related training programs.
- Plan and consolidate company’s tender packages for in-house tender packages (ACP) from respective line departments.
- Initiate any supply chain management process improvement initiatives to support business activities.
Reporting
- Monitor, prepare and submit monthly/quarterly reporting on company’s procurement activities, in-house procurement plan (ACP) for consolidation and review.
- Monitor, prepare and submit monthly/quarterly reporting on the contract management activities but not limited to the monitoring of Approved Contract Value, Contract expiry, Contractor’s performance (CPE/STAR) and Local Content Quarterly Reporting and administration
- Respond and manage information requests from PETRONAS, GSC and other stakeholders.
- Analyze contractors’ performance (CPE) and prepare/consolidate reports with recommendations based on CO/CH’s evaluation for contract compliance improvements
Audit Management
- Liaison in internal and external audits with Global Supply Chain, Business Assurance team, e.g. PSC Audit, Compliance Assurance Review, and Domestic Investigation related to Contracting and Procurement.
- Lead an internal audit of SCM, analyse and prepare reports on readiness for MPM and Shareholder audits.
Systems Support
- Support/coaching contract administrator/technical assistants of other department in respect of procurement purchase through SAP and manage issues relating thereof.
- Provide advice and guidance to users on managing contractual issues after post award and disputes relating to RO/PO in SAP.
- Lead initiatives on SAP improvements towards achieving an efficient and productive monitoring of Contract status and contractor’s performance.
Stakeholder Engagement
- Represent Strategy & Integration team in engagement and collaboration with Global Supply Chain, PETRONAS (or other stakeholders as required) on key projects and initiatives, including coordination with other Malaysia SC members as required to support these activities.
- Representative for PETRONAS (with S&I Supervisor) to manage and liaise with PETRONAS on tender matters or any requirements from PETRONAS to ensure smooth and prompt dissemination of information and instructions for internal and external consumption.
HSE Roles:
- Comply with HSE policies, Life Saving Rules, procedures, goals, and programs within the MBU HSE Management System.
- Actively engage in and contribute to HSE communication and consultation processes.
- Actively participate in HSE initiatives and programs that include but are not limited to, Safety Observations and HSE Trainings.
- Support company sustainability development (SD) initiatives and other environmental policies and practices.
Personal Skills:
- Proven skills in procurement and category management for governance, compliance and PSC-centric assurance and initiatives
- Demonstrated ability to collaborate and facilitate adoption of change and improvement
- Possess experience in pre-ward and post award contract management of contracts
- In-depth understanding and aptitude for SC system and process improvement
- Possess strong analytical, planning and coordination skills
- Strong communication skills with ability to maintain positive relations with personnel inside of and outside of function
Requirements:
- Bachelor or Master in relevant degree such as Business, Finance, Supply Chain, Law or engineering
- Minimum 15 years of experience in Oil and Gas industry, with experience preferably in Supply Chain role with focus on compliance, governance and assurance
- Strong SAP and GEP system knowledge (R2P, Sourcing, Contracting) – or equivalent
- Preferred working experience as Buyer or Contract Specialist, or as Contract Management Analyst
- Demonstrated strong competence, in areas of contracting, PSC governance, audit management, governance and process assurance
- Inventory management across Wells, O&M and Projects would be a plus
