Job Description

Responsibilities

Project Manager – HR & Finance Outsourcing Services 

Reports To: NParks Contract Manager / Senior Management 

Employment: Full-time employee of VionData Partners – deployed on-site at Client 

Contract Assignment: Up to 4 years (2-year firm + 2-year option).

Role Overview 

The Project Manager is the single point of contact for the client, responsible for overall service delivery, team leadership, stakeholder management, and ensuring compliance with all contract requirements. 

Key Responsibilities 

  • Lead and manage the on-site HR and Finance operations team (6 personnel) 

  • Attend monthly Performance Review meetings with Client 

  • Ensure 100% accuracy in all payroll and statutory submissions 

  • Manage escalations and resolve operational issues promptly 

  • Oversee quality assurance and compliance with Service Level Standards (SLS) 

  • Lead transition planning, business continuity, and exit management 

  • Develop and maintain strong stakeholder relationships withClient, VITAL, and government agencies (CPF, IRAS) 

  • Monitor team performance and ensure all SLS targets are met 

  • Prepare and present monthly performance reports 

  • Conduct annual service partner satisfaction survey 

Requirements 

Experience: 

  • Minimum 3 years of relevant experience in HR and Payroll functions of similar nature 

  • Proven track record of successfully managing at least 1 project of similar nature 

  • Experience with both Workday and Excelity systems 

  • Experience with other HR systems (e.g., Times HR, SAP SuccessFactors) is an advantage 

  • Singapore public sector experience strongly preferred 

Qualifications: 

  • Degree in Human Resources, Business Administration, Finance, or related field 

  • Professional HR certification (IHRP, SHRM) preferred 

Skills: 

  • Strong leadership and team management capabilities 

  • Excellent stakeholder management and communication skills 

  • Deep understanding of Singapore employment laws, CPF, and IRAS regulations 

  • Proficiency in Workday and Excelity systems 

  • Strong analytical and problem-solving abilities 

Other Requirements: 

  • Must be based in Singapore with local office presence 

  • Available for on-site work at Client premises during business hours.

Compensation Package - Monthly Basic Salary:

SGD $6,500 – SGD $11,500
