The Costing & Project Engineer / Officer is responsible for preparing accurate product costing, managing sourcing and procurement activities, coordinating customer projects, and
supporting new product introduction (NPI) activities. The role serves as a key liaison among
customers, suppliers, and internal departments to ensure projects are executed efficiently,
cost-effectively, and in accordance with customer requirements and company objectives.
The role will operate within a joint venture environment with a European high-technology
company located at Batu Kawan, Penang.
Key Responsibilities
1. Costing & Commercial Support
- Review customer RFQs, drawings, specifications, BOMs, and technical requirements.
- Prepare accurate product costings, including materials, labor, machine time, tooling, packaging, logistics, overheads, and other associated costs.
- Develop and maintain costing models, quotation databases, and pricing records.
- Prepare customer quotations and ensure timely submission according to RFQ
deadlines.
- Analyse cost structures and identify opportunities for cost optimization and margin
improvement.
- Perform cost comparisons, profitability analysis, and pricing reviews.
- Support annual pricing exercises, customer cost reduction programs, and value
engineering initiatives.
- Monitor actual costs against quoted costs and investigate significant variances.
2. Sourcing & Purchasing Management
- Source and identify qualified suppliers for materials, components, tooling, and
subcontract services.
- Request, evaluate, and compare supplier quotations based on cost, quality, lead
time, MOQ, and technical capability.
- Negotiate pricing, commercial terms, delivery schedules, and supplier agreements.
- Develop and maintain supplier relationships to ensure stable supply and competitive
pricing.
- Coordinate supplier qualification and supplier performance evaluations.
- Monitor market trends and raw material pricing to support competitive costing
strategies.
- Work closely with suppliers to resolve material shortages, delivery issues, and quality
concerns.
- Support procurement activities to ensure material readiness for project execution.
- Ensure compliance with company procurement policies, trade regulations, and audit
requirements.
3. Project Management & New Product Introduction (NPI)
- Coordinate projects from RFQ stage through prototype, pilot build, and mass
production.
- Develop project schedules, milestones, action plans, and progress tracking reports.
- Organize and lead project kick-off meetings and project review meetings.
- Coordinate cross-functional activities involving Engineering, Procurement,
Production, Quality, Planning, and Sales teams.
- Monitor project timelines and ensure all deliverables are completed according to
customer requirements.
- Identify project risks and implement mitigation plans.
- Track project progress and escalate critical issues to management when necessary.
- Coordinate engineering changes, customer change requests, and project
documentation updates.
- Ensure successful product transfer from development stage to mass production.
4. Engineering & Manufacturing Support
- Review product designs and manufacturing requirements for feasibility assessment.
- Support BOM creation, routing development, process flow preparation, and
manufacturing planning.
- Coordinate sample builds, prototypes, first article inspections, and production trials.
- Support Design for Manufacturing (DFM), Design for Assembly (DFA), and value
engineering activities.
- Collaborate with Production and Quality departments to resolve technical and
manufacturing issues.
- Support process improvement, productivity enhancement, and waste reduction
initiatives.
- Assist in tooling, fixture, equipment, and process development activities for new
projects.
5. Customer & Supplier Coordination
- Serve as the primary coordinator for project-related communication with customers
and suppliers.
- Attend customer meetings, project reviews, technical discussions, and site visits
when required.
- Provide regular project status updates to customers and management.
- Coordinate customer requirements and ensure timely closure of action items.
- Support customer audits and qualification activities.
6. Documentation & Reporting
- Maintain project files, quotation records, sourcing records, BOMs, and engineering
documentation.
- Prepare management reports, costing summaries, project status reports, and
business presentations.
- Ensure all project documentation is properly controlled and maintained.
- Monitor and report project KPIs and project profitability.
7. Additional Responsibilities
- Support business development activities and customer visits when required.
- Participate in company cost reduction and operational improvement projects.
- Undertake any other duties and responsibilities assigned by Management from time
to time.
Qualifications
- Diploma or Bachelor's Degree in Engineering, Manufacturing, Industrial Engineering,
Mechanical Engineering, Electrical & Electronic Engineering, Supply Chain
Management, Business Administration, Accounting, Finance, or related disciplines.
- Professional certifications in Project Management, Procurement, Supply Chain
Management, or Cost Management will be an added advantage.
Experience Requirements
- Minimum 2 to 5 years of relevant working experience in costing, sourcing,
purchasing, procurement, project management, NPI, manufacturing, EMS, cable
harness, box-build assembly, electrical module assembly, or semiconductor, or
related industries.
- Experience in RFQ management, quotation preparation, BOM costing, and supplier
sourcing.
